1. The Appellant filed an RTI application dated 04.03.2024 seeking information on the following points:

1) “यह िक (cid:692)ाम िसंह गनमैन गाड१ को एक िज(cid:643)ेदार कर७सी चे(cid:720) की गाडी पर ਍ूटी की

तैनाती िकस आधार पर दी गयी िववरण उपल(cid:617) कराये।

2) यह िक (cid:692)ाम िसंह गनमैन गाड१ की ঋा्(cid:593) आप को कैसे ॽई िववरण उपल(cid:617) कराये।

3) यह िक (cid:692)ाम िसंह गनमैन गाड१ एक अपौरिचत एवं अनजान (cid:681)्ঢ को ब॰क की कर७सी

चे(cid:720) पर ਍ूटी लगाने एवं भेजे जाने संबंधी कोई आदेश िनद८श ब॰क के उৡािधकाौरयों (cid:554)ारा िदये गये अथवा नहीं यिद आदेश िनद८श िदये गये है तो उसकी ঋित उपल(cid:617) कराये।

4) यह िक (cid:692)ाम िसंह गनमैन गाड१ अपौरिचत (cid:681)्ঢ को ब॰क की कर७सी चे(cid:720) पर ਍ूटी

लगाना तथा िज(cid:643)ेदारी सौपंना ভा बैधािनक है। िबना िनयु्ঢ िकये। िववरण उपल(cid:617)

कराये।

5) यह िक (cid:692)ाम िसंह गनमैन गाड१ को आप कैसे जानते है जानकारी उपल(cid:617) कराये।...” etc.

2. The CPIO replied vide letter dated 10.04.2024 and the same is reproduced as under:-

“1) पंजाब एਔ िसंध ब॰क ने मैसस१ ঋीिमयर िविजल७स एंड िसভोौरटी ঋाइवेट िलिमटेड के

साथ नकद ঋेषण के िलए जनश्ঢ के साथ कैश वैन सेवाएं ঋदान करने हेतु एक समझौता िकया था। ঒ी (cid:692)ाम िसंह को मैसस१ ঋीिमयर िविजल७स एंड िसভोौरटी ঋाइवेट िलिमटेड (cid:554)ारा ঋदान िकया गया था। चूंिक आवेदक ঒ी. (cid:692)ाम िसंह हमारे ब॰क के कम१चारी नहीं थे, उनके चयन का आधार पंजाब एਔ िसंध ब॰क के ौरकॉड१ म७ नहीं है।

2) ঒ी (cid:692)ाम िसंह को मैसस१ ঋीिमयर िविजल७स एंड िसভोौरटी ঋाइवेट िलिमटेड (cid:554)ारा ঋदान िकया गया था।

3) ऐसा कोई आदेश पाौरत नहीं िकया गया।

4) ঒ी (cid:692)ाम िसंह को मैसस१ ঋीिमयर िविजल७स एंड िसভोौरटी ঋाइवेट िलिमटेड (cid:554)ारा ঋदान िकया गया था और आवेदक ঒ी (cid:692)ाम िसंह हमारे ब॰क का कम१चारी नहीं थे।

5) ঒ी (cid:692)ाम िसंह को मैसस१ ঋीिमयर िविजल७स सिव१स ঋाइवेट िलिमटेड (cid:554)ारा (एज७सी िजसका

पंजाब एਔ िसंध ब॰क के साथ समझौता था) ঋदान िकया गया था।...”

3. Dissatisfied with the response received from the CPIO, the Appellant filed a First Appeal dated 10.04.2024. FAA’s order, if any, is not available on record.

4. Aggrieved with the non-receipt of FAA’s order, the Appellant approached the Commission with the instant Second Appeal dated 27.06.2024.

5. The Appellant was present during the hearing through video conference and on behalf of the Respondent, Kumud Dhall, Chief Manager & Rep. of CPIO along with Richa Tripathi, SM(Law) attended the hearing in person.

6. The Appellant lamented about the Bank not providing any information about his employment with the bank.

7. The Respondent relied on the written submissions filed by the CPIO on 20.06.2025 (copy of which was also said to have been sent to the Appellant vide registered post) stating as under:

“With all due respect to the Hon'ble Information Commissioner, it is submitted that, The Right to Information (RTI) Act, 2005, was enacted to empower Indian citizens in accessing information from public authorities, promoting transparency and accountability. However, in due time there have been many instances such as this one, where individuals have misused this right by filing multiple frivolous RTI applications with ulterior motive (in this case more than 31 Applications), leading to wastage of valuable time of the public authority, wastage of public resources in responding to a repeated, frivolous application and is liable for penalty which has already been laid down by the CIC in numerous cases.
