Appellant's own records not exempt as third-party personal information; CPIOs must provide direct, complete RTI replies without unnecessary inspection.
Headnote:First Paragraph: Right to Information Act, 2005 (RTI Act) governs disclosure obligations of public authorities. Appellant sought daily progress on representations regarding pending dues, license fees, water charges, electricity bills post-retirement. Court found initial CPIO and FAA responses deficient, wrongly classifying information as personal and directing inspection instead of direct provision. Findings: Respondent violated RTI Act by not furnishing complete information promptly. Second Paragraph: Issues framed as whether information on appellant's representations was personal third-party data exempt under RTI Act and if inspection directive was appropriate. Ratio: Information sought was appellant's own records, not voluminous or third-party personal data; CPIO/FAA must provide point-wise replies with names, designations, contact details per DoPT guidelines; lackadaisical approach noted.
