The Appellant filed an RTI application dated 06.11.2023 seeking information on following points:-
“1.Provide certified copies of data mentioning Detailed information about the inception, objectives, and framework of the Electoral Bond scheme introduced by the Central Government, including the legislative provisions and amendments made for its implementation.
2. Provide certified copies of data mentioning Comprehensive data on the total value of Electoral Bonds issued, redeemed, and outstanding from the initiation of the scheme until the present date, along with the names of the issuing banks and the political parties that have benefited from the scheme.
3. Provide certified copies of data mentioning Records of any official assessments, reports, or audits conducted by the Government or independent agencies to evaluate the transparency, effectiveness, and ethical implications of the Electoral Bond scheme in facilitating political funding.
` Etc."
The CPIO vide letter dated 04.12.2023 replied as under:-
"So far, 29 phases of the Electoral Bonds have been issued and the details regarding these phases, ie. Amount of bonds sold, Amount of bonds redeemed and Amount transferred to PM Relief Fund is enclosed herewith (Appendix-1). The State Bank of India is the only bank authorised to issue and encash the Electoral bonds. The information regarding the political parties that have benefited from the scheme is not available with this office."
Dissatisfied with the response received from the CPIO, the Appellant filed a First Appeal dated 04.12.2023. The FAA vide order dated 05.02.2024 upheld the reply of CPIO.
Aggrieved and dissatisfied, the Appellant approached the Commission with the instant Second Appeal.

The submissions were heard and the written submissions dated Nil was considered.
Decision:
Upon the perusal of the case records & submissions, the Commission observes that an appropriate reply has been provided by the CPIO. The CPIO is directed to send the copy of the written submission dated Nil with annexures to the Appellant within 10 days from the date of receipt of this order by speed post / registered post /E mail and to send a compliance report of this order to the Commission within 01 week thereafter.
No further action lies. The Appeal stands disposed off.
