The Appellant filed an RTI application dated 28.07.2023 seeking information on the following points:-

DPC was conducted in the NCSC for D.A jaipur on 12^th and 13^th January 2023, In the same sequence dated 03.12.2022, a Scrutiny Committee was formed by issuing an office order by the Head of the office Mr. Gautam Kumar Mukherjee provide the following information in the above context 1. A List of applications submitted to the Scrutiny Committee for both the posts of Instructors and which of these people were considered eligible for written, trade test, interview on the basis of merit by the Scrutiny, as is natural, this entire process would have been completed through a government letter in which the signatures of all the three committee members would have been signed.

Because myself was also a member of said committee as a Rehabilitation officer, but not in my cognizance no applications were presented infront of the committee level, H.O.O gave a list to committee members and gave strict order for option signatures on preselected list and committee have not seen all applications for scrutinized So please provide the following information in the above context

2. VI Dress Making and VI Computer applied application form and List of total number of applied applications received.

3. Complete list of how many eligible candidates for both posts were selected on the basis of Recruitment Rules and Recruitment Advertisement provide the Eligible candidates applied application form photocopy and list for both post

4. All the applied application forms photocopy and their list of all the candidates who have completed the written test, interview eligibility

5. Complete list of rejected applications for both the posts and attested copies of their applied application photocopy.

6. In the context of the above mentioned recruitment, in which all of the information related to eligibility for selection of the candidates is available, provide the recruiting committee meeting minutes committee and has selected list for approval and relevant complete file photocopy including Note sheet and Document of the said file paper should be provided with an attested photocopy so that it can be ensured that the members of the Scrutiny Committee were officially involved in the scrutiny process of the applicants or not. application forms of the total number of applications received for the post vocational instructor computer application and Dress making

7. Provide top five names of the candidates along with marks opted written practical and interview in selection criteria.”

Dissatisfied with the non-receipt of information from the CPIO, the Appellant filed a First Appeal dated 28.08.2023. The FAA vide order dated 22.09.2023 held as under:-

2. The undersigned as First Appellate Authority has gone through the grounds of appeal and has further inquired into the matter. In this regard, it is informed that above said RTI application was received by the concerned CPIO in DGE(Hqrs.) on 28-07-2023 and the same was transferred to the CPIO, NCSC for DA, Jaipur on 01- 08-2023. The CPIO, Jaipur has given the suitable reply of the RTI within prescribed time frame as per RTI, Act 2005.”
