1. The Appellant/Complainant filed an RTI application dated 25.11.2024 seeking information on the following points:-

I, Raj Kumar Sharma, resident of 17, Devi Singh Ka Pura, Post - Jigani, Dist. Morena, M.P. Pin-476001, hereby request information under the RTI Act, 2005. The details of my request are as follows:

1. Ref. letter no. PF/AW/SAI-NIS/2024/724, dated: 05-09-2024. Kindly provide the true copies of all the supporting documents which formed the basis for the observations mentioned in the letter. Also provide the true copies of supporting e-files, approval of the competent authority in respect of this letter.

2. Ref. letter no. PF/AW/SAI-NIS/2024/802, dated: 13-09-2024. Kindly provide the true copies of all the supporting documents which formed the basis for the observations mentioned in the letter. Also provide the true copies of supporting e-files, approval of the competent authority in respect of this letter.

3. Ref. office order no. 191/2024, File no. 09-07/420/2024-NS NIS Patiala- Academics Division, dated: 17/10/2024. Kindly provide the true copies of all the supporting documents which formed the basis for this letter. Also provide the true copies of supporting e-files, approval of the competent authority in respect of this letter.

4. Ref. office order no. 1262/2024, dated: 18/10/2024. Kindly provide the true copies of all the supporting documents which formed the basis for this letter. Also provide the true copies of supporting e-files, approval of the competent authority in respect of this letter.

5. Ref. office order no. 191/2024, dated: 17/10/2024 & office order no. 1262/2024, dated: 18/10/2024, kindly share the true copy of SOP followed in respect of this letter……..etc.

2. The CPIO replied vide letter dated 09.12.2024 and the same is reproduced as under:-

1. As per the provision of section 8 (1) (j) of the RTI Act, 2005 e-files &

approvals are the confidential information of the Department which cannot be shared without having the larger public interest.

3. Information may be asked from the SAI Head Office New Delhi.

3. Dissatisfied with the response received from the CPIO, the Appellant/Complainant filed a First Appeal dated 15.12.2024 alleging that the information provided was incomplete, false and misleading. The FAA vide order dated 27.01.2025 observed as under:

2. “..The CPIO informed the appellant that document sought by him at Sr. No.1 and 2 in his application cannot be provided to him as per Section 8 (1)(g) of RTI Act. The document sought by appellant at Sr. No. 3, 5 and 6 in his application cannot be provided to him as it relates to SAI Head Office and does not pertain to the Patiala Office. The document sought by appellant at Sr. No. 4 in his application has been provided to him by CPIO. The information sought by appellant at Sr. No. 7 to 9 in his application has been provided to him,
