1. The Appellant filed an online RTI application dated 11.05.2024 before the PIO, Registrar of Co operative Societies, seeking the following information:

“1. Provide a copy of status report and action taken report (ATR) on the Complaint lodged with RCS by Mrs. Ranjna Anand & anothers reg. anomalies in the election of newly elected Management Committee (hereafter known as MC) on 19.11.2023 in connivance with Shri RK Gupta, Returning officer and Arora brothers including Former President Mr.SK Arora, Former and present Treasurer, Anjuman CGHS Ltd, Plot No 20, Sector-12 Dwarka, New Delhi 110078.

2. Certified copies of monthly minutes of the new MC headed by Mr Pawan K Arora, President, Anjuman CGHS Ltd, Dwarka since assuming charge from previous MC after being elected on 19.11.2023.

3. Certified copies of the professions and educational qualifications for each of the brothers separately as per affidavit of Present and previous Presidents of above society and their eligibility to be elected as member or President of the Management Committee(MC) of Society as per provisions of the DCS Act As per our knowledge all three are builders and running some construction business agencies.

4. Provide a Certified copy of the Office Order allocating responsibilities /works amongst each of individual Executive Members of the MC.

5. Provide a copy of the homepage of the mandatory website of the society and its official address and also whether the same is updated regularly as per the LG office's Notification to maintain transparency amongst members. If answer to above question is in negative then how much time will be taken by MC to develop mandatory website. 6. Provide copies of the ledger folio of flat owners of flats 503, 604 and 1003 of Arora brothers with respect to payment of maintenance to society for last 6 years including current year.

7. Provide particulars of the covered car parking stickers issued individually to all three Arora brothers highlighting details of Registration Certificates (RCs) of cars as mentioned at point number 6 above.

8. Provide details of covered car parking stickers issued with details of RCs if any, to Mr Pawan Kumar Arora, flat No 1003, President of the society.

9. Provide details and copies of the details of covered car parking stickers highlighting Registration Certificates (RCs) of each of the cars owned by flat no.503. Mr Agam Arora of the society.

10. What is the latest update and status of FAR and Retrofitting and strengthening works of society building, copies of the approved drawings of Proposed FAR by the competent authorities as recommended and approved by MC and General House of the Society. ”

2. On not receiving a reply from the PIO, the Appellant filed the online First Appeal dated 17.05.2024.

3. The FAA disposed of the First Appeal vide online order dated 12.06.2024, directing the PIO/AR to provide requisite information in terms of the provisions of the RTI Act, 2005 to the appellant within 07 days of receipt of the order. The FAA further granted opportunity of inspection of available records to the Appellant to obtain copies of required information.

4. Aggrieved with non compliance of the FAA’s order, the Appellant filed the instant Second Appeal.
