Information sought:

1. The Appellant filed an RTI application on 17.06.2024 seeking the following information:

“Request for information under section 6(1) of RTI Act

Subject matter of information :- The Chairman Local Board Administration of Sainik School KZM , Air Vice Marshal BV Upadhyay, Senior Officer in Charge Administration , HQ SAC, IAF had submitted a report to the Sainik School Society,Min of Def ,New Delhi vide letter No.SAC/3375/1/EDN dated 16 Jan 2023 after conducted a Inquiry into the allegation of " Major Financial irregularities complaint levelled against Sainik School Kazhakootam vide Government of India ,Sainik School Society ,Min of Def, New Delhi -11 vide letter No. 29(2)/2021/D(SSC) dated 16 Dec 2022 vide which Central Vigilance Commission OM No.206406/2022/Vigilance-09 dated 16 Nov 2022 The Sainik School which is a CBSE affiliated school vide affiliation No. 980002 and responsible to abide the Central and State Education Act and affiliation bye laws and the school managed by a Society which is registered under Society Registration ACT and a Local Board Administration.

Particulars of Information sought:-

i) The Principal Sainik School Kazhakootam issued payment on bill of cost for amounting Rs.40.28 Lakhs to a PWD contractor named Sri S Sajeev, Samudra, Kuzhivila Road, Kulathoor PO, Thiruvanathapuram out of Sainik School Kazhakootam Fund and the name of work "Construction of New NDA Block at Sainik School Kazhakootam" vide cheque No.021753 and the accepted amount of Contract is Rs .1.10 Crore,. Kindly provide the Tax invoice bill of material incorporated with the above civil work produced by the S Sajeev, Kuzhuvilla Road, Kulathoor PO, Thiruvanathapuram for issuing payment through the Public Work Department.

ii) It is learnt that Sri S Sajeev, Samudra, Kuzhivila Road, Kulathoor PO, Thiruvanathapuram executed two major project work of Sainik School Kazhakootam and they are i) Construction of new dormitory Building Phase-II the same Tender accepted vide No. D11/E5/PWD(B) SC- TVM/428/Price/2019 dated 27 May 2019 for Rs.2.48 Crore ii) Renovation work to Two towers and two wings in Academics Block of Sainik School Kazhakootam the same Tender accepted vide No.D11/E5/PWD(B) SC- TVM/979/Price/2020 dated 22 Jun 2020 for Rs.1.01 Crore. Kindly provide the amount of payment issued to Shri S Sajeev, the PWD contractor on the above mentioned works out of Sainik School Kazhakootam fund.

iii) The school issue irregular payment for Rs 4,14,965/- vide cheque No.021753 Suresh Kumar ,VG Electrical, Kootamvilla Road, Vattiyoorkavu, Thiruvanathapuram after deducting only 1% SGST and 1% of CGST and. The school paid the amount out of School fund on bill of cost .on reimbursement basis. Kindly provide the Tax Invoice bill of material incorporated the above said work.

iv) The School has paid to CSI hospital Kazhakootam for an amount of Rs.18500 vide Cheque No 008894 dated 04/02/2020 on medical examination of 185 cadets and examined by the specialist ENT, Ortho and ophthalmology, and submit medical report. .Kindly provide the hospital bill generated and submitted to Sainik school Kazhakootam by the CSI Hospital Kazhakootam for payment action.

v) The tender accepted from Shri Ashokan P ,Kerala Chickens, Kazhakootam GST No.32BWYPP6145E1Z5 for supplying Dressed Chicken without skin and internal parts for Rs.148/- per kg to sainik school Kazhakootam, from the period 01 May 2019 to 30 Apr 2020 the requirement of chicken is 10 Ton Appx. The firm supplied fresh chicken ,if any amendment issued on the tender for supplying live chicken . Kindly provide the copy of amendment letter issued to the firm for s
