Relevant facts emerging from second appeal:

1. Second Appeal- CIC/DODEF/A/2024/132542 Information sought:

The Appellant filed an RTI application on 12.06.2024 seeking the following information:

“ 1) It is humbly submitted that I am employed in IMA, Dehradun and belong to SC Category and fulfills all the requisite QR for promotion to OS since 23 May 2022

2) It is come to notice by concerned authority of IMA that IMA, Dehradun had forwarded proposal for the post of OS vide their letter No 2319/Promotion/Est (Civ-2) dated 12 Aug 2022 to Apvl-4 (Civ), Approval Cell (MT-7), A- Wing Sena Bhawan, IHQ of MoD(Army), New Delhi for filling up vacancies against Reservation Roster Point No-19 (earmarked for UR), Point No-20 (earmarked for SC) & Point No-21 (earmarked for UR). However, approval for 02 x vacancies of OS for UR against Point No-19 & 21 was accorded.

3) In view of the above, I requested for the following information from Apvl-4 (Civ), Approval Cell (MT-7), A-Wing Sena Bhawan, to enable me pursue of promotion to the post of OS against Reservation Roster Point No-20 (earmarked for SC) :-

a) Please provide authenticated copy of IHQ of MoD letter No

45882/DPC/OS/IMA/GS/MT-7 dated 11 Jul 2022 vide which the DPC proposal for promotion of Office Superintendent (OS) at IMA was returned.

b) Please provide authenticated copy of certificate from liaison Officer (SC/ST) to the effect that the number of posts reserved for SC/ST have been checked by him when proposal for DPC for the post of OS projected by IMA, Dehradun for vacancy year

2022.

c) Please provide authenticated copy of letter under which DPC proposal for promotion of OS at IMA was projected for the year 2022 which was returned vide IHQ of MoD letter No

45882/DPC/OS/IMA/GS/MT-7 dated 11 Jul 2022.

d) Please provide authenticated copy of IHQ of MoD letter No

69403/34/GS/SD-6 dated 08 Apr 2022 vide which the reduction of clks at IMA.

e) Please provide authenticated copy of IHQ of MoD (Army) letter vide auth post of OS reduced from 8 to 7 at IMA.

f) Being a competent authority kindly provide status for the post of OS at IMA as per record maintained by Apvl-4(Civ), Erstwhile (MT-7) as on 01 Aug 2022:-
