1. The Appellant filed an RTI application dated 30.10.2023 seeking information on the following points:

1. the appeal made by Viplove Tyagi against the committee decision in relation to IISER-P/PhD/20163495/1. The appeal is made via email dated 09 Oct 2023 and copied to the CVO, IISER Pune.

2. a copy each of IISER-P/PhD/20163495/4, IISER-P/PhD/20163495/5, IISER-

P/PhD/20163495/2022 and IISER-P/VT/RO dated 17/03/2022.

3. entire documentation and records of the relevant committee proceedings following IISER-P/PhD/20163495/4, IISER-P/PhD/20163495/5, IISER- P/PhD/20163495/2022 and IISER-P/VT/RO dated 17/03/2022. For each and every document not provided in this reply, appropriate grounds for denial of information must be provided.

1.1. The CPIO replied vide letter dated 28.11.2023. and the same is reproduced as under :-

1. The copy of the appeal may be referred to the email dated 09 Oct 2023 addressed by the applicant.

2. Kindly refer to the emails dated January 05, 2022, March 01, 2022, March 14, 2022, and March 17, 2022, from the academic office addressed to the applicant.

3. Kindly refer to the committees proceedings sent in response to your RTI application number ISERP/R/E/23/00031.

1.2. Dissatisfied with the response received from the CPIO, the Appellant filed a First Appeal dated 04.12.2023 alleging that the information provided was incomplete, false and misleading. The FAA vide order dated 04.01.2024 upheld the reply given by the CPIO.

1.3. Aggrieved with the FAA’s order, the Appellant approached the Commission with the instant Second Appeal dated 04.02.2024 Second Appeal No. CIC/ISERP/A/2024/604729

2. The Appellant filed an RTI application dated 31.10.2023 seeking information on the following points:-
