The Appellant filed an RTI application (online) dated 10.07.2023 seeking the following information:

“In the Interlocutory Application (IA) No. 56308/2023 led by the Ministry of Cooperation in Writ Petition (WP) 191/2022 (Pinak Pani Mohanty vs Union of India and Ors.), the Supreme Court on 29.03.2023 ordered the Central Registrar of Cooperative Societies (CRCS) to pay the amount to the genuine depositors of Sahara group on proper identification and on submitting proof of their deposits and proof of their claims and to be deposited in their respective bank accounts directly at the earliest, but not later than nine months from the date of order.

You are requested to furnish following information under the RTI Act, 2005:

1) The CRCS paid the amount to how many depositors till date? Provide the details separately for Sahara Credit Cooperative Society Ltd, Saharayn Universal Multipurpose Society Ltd, Humara India Credit Cooperative Society Ltd and Stars Multipurpose Cooperative Society Ltd.

2) Out of Rs 5,000 Crores, how much amount is disbursed by CRCS till date? Provide the details separately for Sahara Credit Cooperative Society Ltd, Saharayn Universal Multipurpose Society Ltd, Humara India Credit Cooperative Society Ltd and Stars Multipurpose Cooperative Society Ltd.

3) Does the CRCS have the details of the genuine depositors of Sahara group? If yes, provide the number of depositors and total amount deposited by depositors in Sahara Credit Cooperative Society Ltd, Saharayn Universal Multipurpose Society Ltd, Humara India Credit Cooperative Society Ltd and Stars Multipurpose Cooperative Society Ltd.

4) What is process to be followed by depositors to get the amount in their respective bank accounts?

5) How long will it take to deposit the amount in the depositor bank accounts after following the process?

6) What documents are to be required for identification, proof of deposits, and proof of claims? Where to submit these documents?

7) How long will it take to pay the amount to all the genuine depositors by CRCS?

8) If CRCS has not initiated the procedure for paying the amount to genuine depositors yet, provide the reasons. 9) Provide the contact details (such as telephone no, mobile no, email, etc.) of the concerned person for any kind of queries regarding the re-payment of deposits in Sahara.”

The CPIO furnished a reply to the Appellant on 26.07.2023 stating as under:

“- w.r.t point No. 1,2&3-zero w.r.t point No. 4 to 9, In compliance to the Order dated 29.03.2023 of Supreme Court, an Online Portal has been developed for submission of claims by the genuine depositors of - Sahara Credit Cooperative Society Ltd., Saharayn Universal Multipurpose Society Ltd., Humara India Credit Cooperative Society Ltd. and Stars Multipurpose Cooperative Society Ltd. Genuine depositors of these Societies are required to login the portal through hps://mocrefund.crcs.gov.in/ , submit their claims online.

Guidelines and modalities are mentioned on the portal itself.”

Being dissatisfied, the appellant filed a First Appeal dated 13.08.2023. The FAA vide its order dated 27.09.2023, held as under.

“Regarding your RTI application, the CPIO has already furnished the information. Accordingly, appeal is disposed of.”
