RTI application filed on : 19.03.2024 PIO replied on : 08.04.2024 & 29.04.2024 First Appeal filed on : 16.06.2024 First Appellate Order on : 22.08.2024 2ndAppeal/complaint received on : 08.10.2024 Information sought and background of the case:

The Appellant filed an RTI application dated 19.03.2024 seeking information on the following points:-

1. Provide information about facilities available for training as per PwD Act and RCI NORMS

2. Scanned copies of the bills of machines purchased for new upgradation technology in the last five financial years should be made available in all the above mentioned centres.

3. Scanned copies of the bills of raw materials purchased in the last five financial years should be made available in all the above mentioned offices.

4. All the officers and officials working in the offices serving the disabled should be provided scanned copies of such orders for sending them on training for PwD Act and for enhancing their training skills as per norms of RCI.

5. NCSC DA Information about the number of serving officers and employees who are registered with the Rehabilitation Council of India and also provide scanned copies of their registration certificate.

6. Please inform what is the total number of trainees per trade at present in your centre.

7. All the above National Career Service Centers should provide soft copies of the latest service manual issued for the disabled and SC and ST The CPIO & Asstt. Director of Employment NCSC for DA, Mumbai vide letter dated

08.04.2024 replied as under:-

“Point No. 01 NCSC-DA provides all the facilities as per VRC Manual 2001 as per availability of resources.

Point No. 02-03 Information is Exempted to disclose under 8-1(J) of RTI Act 2005.

Point No. 04-05 Information treated as Nil.

Point No. 06 Information enclosed as Annexure-I.

Point No. 05 Information is treated as Nil.”

The CPIO & Asstt. Director of Employment NCSC for DA, Ranchi vide letter dated

29.04.2024 replied as under:-

Ans. for item No.1-Nil.

Ans. for item No. 2 & Ans. for item No.3 It is found that the information sought is not in large public interest and Information cannot be supply under RTI Act 2005, rule 8 (j) and 11 (1).

Ans. for item No.-4 - Nil. Ans. for item No. -5- Nil.

Ans. for item No.6-1. Computer Application & Office Management 31, 2. Consumer Electronics - 34, 3. Automobile Repairing 26, 4. General Mechanic 25, 5. Dress Making 6. Printing & Book Binding 20, 7. Computer Hardware & Networking 21, 24, 8. Hair & Skeen Care-21.

Ans. for item No. 7 Information already supply in response of RTI registration No.

DGEAT/R/E/24/00081.”

Dissatisfied with the response received from the CPIO, the Appellant filed a First Appeal dated 16.06.2024. The FAA vide order dated 22.08.2024 stated as under:-

2. “The undersigned as First Appellate Authority has gone through the grounds of appeal and found that the sought information has not been furnished by the concerned CPIOS of NCSC for DA, Agartala, Ahmadabad, Bangaluru, Bhubaneswar, Delhi, Guwahati, Hyderabad, Ranchi, Trivandrum, Una and Vadodara. Hence, the CPIOs are directed to supply the sought information within

10 days.”

Aggrieved and dissatisfied with the non-compliance of FAO, the Appellant approached the Commission with the instant Second Appeal.
