The Appellant filed an RTI application dated 04.04.2024 seeking information on following points:-

1. Provide centre wise details of scrutiny committees and members constituted for primary scrutiny of applications of candidates for recruitment to the post of Vocational Instructor and scanned copies of the report of eligible candidates submitted by the said committee. 2. Provide scanned copy of written decision order for conducting the proposed 2 days examination in a single day under departmental DPC for recruitment to the post of Vocational Instructor.

3. Provide scanned copies of relevant documents regarding when how and through which medium the information was given to the eligible persons called for the proposed two days examination to conduct the examination again on one day.

4. Provide scanned copies of the total number of marks and marking area orders prescribed for the selection process.

5. Mumbai NCSC DA DPC Appointment Selection of Rishi Parkhe to the post of VI in the membership of his relative Yogesh Chandra parkhey ADR in DPC Panel as Member Secretary.

Please provide copy of No relation certificate in Respect Yogesh Chandra Parkhey.

6. A relative of a candidate is a member of that DPC such officers cannot be made a member or member secretary of the DPC. If they can be made then provide a scanned copy of such government orders.

7. At the time of DPC in all centers, provide scanned copies of the no relation certificate of the DPC chairperson DPC member secretary and other members of the DPC.

8. During the DPC for recruitment to the posts of Vocational Instructor in all the centers eligible candidates were called for a two day examination.

Please provide the details of the examinations conducted on the first day and the second day.

9. During the departmental DPC for recruitment to the posts of Vocational Instructor only a few selected Assistant Directors of NCSC DA were specially selected as members in the DPC panel. Provide the scanned copy of the orders containing the names of all such persons the name of the centre and where they were included in the DPC.

10. Provide scanned copy of rules and orders for inclusion of officers of own department as members of SC ST community in DPC panel during departmental DPC for recruitment to the post of Vocational Instructor.

11. The then office head of Chennal centre Sangeeta nominated her husband as a candidate for the post of Vocational Instructor and acted as a member of the scrutiny committee of the centre and included her husband in the list of eligible candidates.

The CPIO/Asst. Director of Employment, NCSC, Mumbai vide letter dated

10.05.2024 replied as under:-

“Point No. 01 The following officials of NCSC-DA, Mumbai were assigned by the HOO in Primary scrutiny Committee-

i) Dr. S.K. Kushwaha-HOO/Chairman, ii) Mrs. N. V. Khatu-

O.S./Member Secretary.

iii) Mr. Rajesh Mukund, V.I. (G.M.)/Member.

Point No. 02 No such order was issued because as per DPC Norms the Examination was conducted in Two Days.

Point No. 03 The DPC Examination was conducted in Two Days as per DPC norms and this was informed to all eligible candidates in English by email and by Post hence information treated as NIL.
