The Appellant filed an RTI application dated 15.12.2023 seeking information on following points:-

1. There are various types of temporary posts in the Directorate General of Employment like Young Professional, Data Entry Operation, Security Guard, Safaiwala etc. Names of the posts of these temporary or contact based posts sanctioned from the year 2015 to 2023, number of posts, their educational qualification and related to the committee formed for recruitment. Provide copies of orders.

2. Copies of the reservation rules applicable for recruitment of the above sanctioned posts which have been issued by the Department of Personnel or the Supreme Court should also be made available.

3. Provide copies of all the roster registers maintained for the reserved posts in the above mentioned posts.

4. In the last 5 years, hundreds of posts of Young Professionals have been recruited in NICS Noida. Copies of orders for the entire process of recruitment to these posts should be made available.

5. Provide copies of the reservation roster register of the recruitments done at point number 4 and the list of selected Page 1 candidates along with copies of the orders issued for the formation of the recruitment committee.

The CPIO, Ministry of Labour & Employment (DGE), New Delhi vide letter dated 08.01.2024 replied as under:-

Point No.1 to 3:-There are no temporary sanction posts dealt in this this Admn.-I Section, DGE.

Point No. 4 & 5.:- The matters does not pertain to this Section.

The CPIO, National Institute for Carrier Services, Noida vide letter dated

11.01.2024 replied as under:-

Reply for point No. 02,03 :-No Reservation roster is maintained for the various temporary post as asked in the RTI.

Reply for point No. 04 :-There are 20 pages relating to the approval/ formation of panel/process of recruitment Orders for last 5 year are Page 2 available in the office. Rs.40 may be deposited to PAO, DGE, New Delhi for providing the information as per the RTI Act.

Reply for point No. 05 :-No Reservation roster is maintained for the Young Professional post. List of selected candidates from batch6th to batch10th are available on website https://dge.gov.in. List of selected candidates from batch1" to batch5th of YPs consists of 10 pages and Rs.20 may be deposited to PAO. DGE, New Delhi for providing the information as per the RTI Act.”

The CPIO, Ministry of Labour & Employment (DGE), New Delhi vide letter dated 12.01.2024 replied as under:-

Above post are outsourced staffs in 2023-24, in all NCSC for SC/ST's.
