1. The Appellant filed an RTI application dated 08.05.2024 seeking information on the following points:

 “Please furnish the CERTIFIED COPY (as mandated in Circular No. 10/1/2019-

IR dated 17th March, 2015, issued by Government of India, Ministry of Personnel, PG & Pension, Department of Personal & Training, regarding Format for giving information to the Applicant under RTI Act) of following documents as information

1. Copy of extant guidelines being followed in RBI wherever any case of non-

compliance of Order, passed by First Appellate Authority (FAA), is brought to the due cognizance of FAA for necessary action in the matter.

2. Copy of documents regarding the course of action taken on Applicant’s letter dated 09.04.2024 (copy enclosed).

3. Copy of documents regarding the course of action taken on Applicant’s following emails, sent in follow up of letter dated 09.04.2024.

1.1 The CPIO replied vide letter dated 06.06.2024 and the same is reproduced as under :-

“Point No. 1: RTI application no. RBIND/R/E/23/06971 dated November 30, 2023 was processed as per the Right to Information Act, 2005. The bank has filed a second appeal dated March 14, 2024 before the Central Information Commission in respect of the RTI application no. RBIND/R/E/23/06971. The diary number of the same is 612044.

Point No. 2 & 3: Emails sent by the applicant have been registered as First Appeal (no. RBIND/A/P/24/00160) dated May 8, 2024 and the same was forwarded to the First Appellate Authority (FAA) on May 8, 2024. A copy of the same is attached along with the Annex (after redacting information under Section 8(1) (j) of the RTI Act, 2005 i.e., claiming exemption for information which relates to personal information).

1.2 Dissatisfied with the response received from the CPIO with respect to point no.1 of the RTI Application, the Appellant filed a First Appeal dated 28.06.2024. The FAA vide order dated 08.08.2024 observed that the reply of the CPIO does not address the query raised by the Appellant and hence directed the CPIO to revisit point no.1.

1.3 In compliance with the FAA’s order, the CPIO replied to the Appellant on

19.08.2024, stating that- “The requested information is not available on record.”

1.4 Aggrieved with the non-receipt of the desired information, the Appellant approached the Commission with the instant Second Appeal dated 22.09.2024.

2. The Appellant filed an RTI application dated 08.04.2024 seeking information on the following points:

 “Following observations are referred and relied (related to RTI Application No.

RBIND /R /E/23/06971 dated 30.11.2023 of Applicant) upon by the Applicant for seeking information per this RTI Application-

 Para no. 9 and 10 of your letter No. EFD. CO. RTI No. S 646 /07.03.2021/2023-2024 dated December 20, 2023, addressed to MD&CEO, BOB, Baroda Corporate Centre (BCC), Mumbai.

 Observation cum Order, in para no. 6 and 7 of Order dated 20.02.2024, passed by First Appellate Authority (FAA) in the matter of First Appeal No.
