The Appellant filed an RTI application dated 21.04.2024 seeking information on the following points:-

1. “Copy of minutes of my meeting with Joint Secretary Shri Anupam Mishra and Director Shri Ashutosh Agarwal held on 08.01.2024

2. Complete information together with all related correspondence/file- notings/documents etc. on action taken separately on each of my suggestions contained in said published suggestions Consumer Protection Act Needs to be revamped as also precisely mentioned as here-under:

a) Making Jago Grahak Jago portal really useful in consumer-interest rather than presently acting as some post-office favouring institution about which complaint is lodged minimizing use of cumbersome Consumer Courts b) Websites of all companies to be mandatorily made consumer-friendly with tight regulations regarding Annual Maintenance Contracts c) All packaged Commodities including medicines (unless permission taken for dosewise administration) to be packed in true metric spirit in packs of either 1, 2. 5. 10, 20, 50, 100, 200, 500, 1000 units and likewise with products like Ghee being packed either in liters or in Kgs rather than presently in both d) Production of legal-sized paper to be banned with slight modification in A-4 size paper-sheet as 30x20 cms e) Prices of government administered pricing like petroleum products to be in round figures f) Consumer Protection Act to be amended to prevent levying Service Charge in hotels and restaurants and to make paying and accepting Tips illegal g) Allowing imported items with pre-condition to set up production units in India by their foreign manufacturers h) Standardization of ink-cartridges (computer-printers), mobile-chargers, tyres & batteries for automobiles to be in minimum possible sizes for drastic reduction with bumper production in limited sizes i) Car variants to be limited to just two variants Lx and Vx apart from with automatic gears j) Effective and stringent steps to prevent GST evasion k) Other suggestions referred in published suggestions attached with my enclosed letter dated 12.01.2024

The CPIO & Director (LM), Ministry of Consumer Affairs, Food, & Public Distribution, New Delhi vide letter dated 16.05.2024 replied as under:-

“The undersigned is to refer to your RTI application No. DOCAF/R/E/24/00276 dated 21/04/2024 received in this office on 15.05.2024 from Deputy Secretary cum CPIO (CPU), Department of Consumer Affairs, Delhi and to state that as per guide to RTI Act the Public Information Officer is not supposed to create information; or to interpret information; or to solve the problems raised by the applicants; or to furnish replies to hypothetical questions or deduce anything from the material and supply to them.
