2. Copy of all academic qualifications of Dr. Abha Sharma, Dr. Suman Nehra, Dr. Nandita Deb and Dr. Ranjana Ruhela.

3. Copy of all professional qualifications of Dr. Abha Sharma, Dr. Suman Nehra, Dr. Nandita Deb and Dr. Ranjana Ruhela.

4. Copy of all teaching experience certificates of Dr. Abha Sharma, Dr.

Suman Nehra, Dr. Nandita Deb and Dr. Ranjana Ruhela.

5. Copy of all administrative experience Dr. Abha Sharma, Dr. Suman Nehra, Dr. Nandita Deb and Dr. Ranjana Ruhela.

2. Not having received any response from the PIO, the appellant filed a First Appeal dated 19.12.2023. The FAA vide its order dated 10.01.2024, held as under:

“The FAA heard the submissions. Reply of RTI application received from S.O.(Admn.) with remarks "As per Sec. 8(e) of RTI Act Third party information. Hence can't part with". Deputy Director/S.O (Admn.), SCERT is directed to provide the information and copies of documents asked for by the appellant free of cost, as it is not the third-party information within, 10 days directly to the appellant under intimation to PIO, SCERT.

The 1st appeal u/s 19 of the RTI Act is disposed of, accordingly.

3. Feeling aggrieved and dissatisfied, appellant approached the Commission with the instant Second Appeal.

Relevant Facts emerged during Hearing:

The following were present:- Appellant: Present in person Respondent: Shri Mukesh Kumar Tyagi, Admin.-cum-Vigilance Officer/PIO and Shri Bir Singh, Section Officer (Admin.) appeared in person.

4. Proof of having served a copy of second appeal/complaint on respondent while filing the same in CIC on 12.03.2024 is not available on record. The Respondent confirmed non-service.

5. The Appellant inter alia submitted that he has filed a written submission dated 07.08.2025 explaining complete facts of the case, contents of the same are reproduced as under:
