1. The Appellant filed an (online) RTI application dated 25.03.2024 seeking the following information:

“I am K. Praveenkumar, working as UDC in Govt. of Puducherry. I very humbly submit that, the Department of Personnel and Administrative Reforms (Personnel Wing), Puducherry vide I.D. Note / Memorandum No.A-34012/1/2023/DP& AR(Exam) dated. 16.02.2023 notified the Limited Department Competitive Examination for Promotion to the Post of Assistant (referred as LDCE Asst Exam 2023) and the said exam was held on 06.08.2023. My hall ticket number is 308-P. I appeared for both paper – I & paper – II and performed very well. Subsequently, the DPAR(P) published provisional select list on 28.11.2023 and issued appointment order to those selected candidates on 13.12.2023. After all the selected candidates joined in the Assistant Post, only on 26.12.2023, the DPAR(P) made provisions for viewing the marks of individuals concerned in discrete manner by logging in the official website thorough SMS based OTP received in individual candidate’s mobile number.

I logged into the said official website and I found that, I have scored 58 marks (49 in paper – I and 9 in paper –II) and the marks awarded by the DPAR(P) in respect of each paper were drastically inconsistent with my actual performance in the examination. Till now the marks secured by the provisionally selected candidates / merit list are not published by the DPAR(P). I suspect there are lot of discrepancies in evaluation of answer sheets and selection process. I also want to know in which portions I scored less marks. Hence, I am filing this application under RTI Act, 2005 and information sought in Sl.No.1 to 6 of Table – A below may please be provided to me at the earliest:

1) Please provide me the Marks Secured by each of the Selected Candidates in Paper – I and Paper – 2 in the exam conducted on

06.08.2023.

2) Please provide me the Statement of Marks / Marks Secured by all the candidate appeared for the exam conducted on 06.08.2023 in Paper – I and Paper – 2.

3) Please provide me Certified copy of all the page of the Note sheet containing information from the initiation to till date pertaining to the subjective Limited Department Competitive Examination for Promotion to the Post of Assistant, 2023.

4) Please provide me Copy of all pages of My Answer Sheet/booklet (evaluated) pertaining to Paper – I held in morning session on

06.08.2023.

5) Please provide me Copy of all pages of My Answer Sheet/booklet (evaluated) pertaining to Paper – II held in afternoon session on

06.08.2023.

6) In case, if the disclosure of any of the information sought in sl.no.1 to 5 of this Table – A is Sub Judice. Kindly provide me the photocopy of the subjective Direction /Order of the Hon’ble Court / Hon’ble Central Administrative Tribunal’s prohibiting the disclosure of information any of the information sought in sl.no.1 to 5.”

2. The CPIO furnished a reply to the Appellant on 25.04.2024 stating as under:
