1. The Complainant filed an RTI application dated 27.11.2024 seeking information on the following points:

I. When APAR for a particular year(April 01 to March 31) is to be sent by a reporting officer to the employees?

II. The date of submission of Self-Appraisal in APAR of the employees to be reported upon to reporting officer was till 15th of April. What is the change of date for the same for the year 2023-24 due to Lok Sabha Election?

III. Whether same marks can be given for all ten qualities Sl no (i) to (x)mentioned in APAR part -III without analyzing each quality separately?

IV. W.r.t to the above question . if same marks can be given for all qualities from Sl no (i)to (x) whether we can assume employees maintain balance in all qualities invariably?

1.1. The CPIO replied vide letter dated 05.12.2024 and the same is reproduced as under :-

1. As per the time schedule in Annexure-III to Chapter I "Annual Performance Assessment Report" annexed to D.O. letter No.23011/1/2009-Estt (A) dated 21.12.2009 of the Secretary, DoPT, New Delhi 110001 communicated in Directorate's letter No. 28-1/2010-SPG dated 20.01.2010:

6.(b) Disclosure to the officer reported upon where there is accepting authority 15th September

2. For the year 2023-24, the time limit for submission of self appraisal to the Reporting officer by officer reported upon was revised to 30th June.

3. As per CIC Decision CIC/IOVBK/A/2017/186064 dated 28-12-2017, The CPIO (central public Information Officers) is not allowed to explain information or provide answers to contextual questions or provide clarifications. The CPIO can only provide information that is in his possession or in his possession.

1.2. Dissatisfied with the response received from the CPIO, the Complainant filed a First Appeal dated 28.12.2024 alleging that the information provided was incomplete, false and misleading. The FAA vide order dated 14.02.2025 directed the CPIO to supply available information on point no. (iii) & (iv).

1.3. Aggrieved with the FAA’s order, the Complainant approached the Commission with the instant Second Appeal dated 25.04.2025.
