1. The Appellant filed an (online) RTI application dated 15.02.2024 seeking the following information:

2. The CPIO furnished a reply to the Appellant on 04.03.2024 stating as under:

“In your above ref application you have asked the information about measurement book. Measurement book is a confidential document which is under the jurisdiction of Junior Engineer and Accounts Officer. Sharing of info of the same is the violation of policy in vogue. If the indl seeks any clarification regarding execution of the work same can be clarified in office without violation any policy.”

3. Being dissatisfied, the appellant filed a First Appeal dated 08.03.2024.

The FAA vide its order dated 11.03.2024, held as under.

“In your above ref application you have asked the information about measurement book. Measurement book is a confidential document which is under the jurisdiction of Junior Engineer and Account Officer. Sharing of info of the same is the violation of policy in vogue. If the indl seeks any clarification regarding execution of the work, same can be clarified in office without violating any policy.”

4. Feeling aggrieved and dissatisfied, appellant approached the Commission with the instant Second Appeal.
