1. The Appellant filed an RTI application dated 06.08.2024 seeking information on the following points:
1) Kindly refer my complaint letters dated 15 Feb 2023, 16 Feb 2023, 19 Feb 2023, 07 Mar 2023, 16 Mar 2023 And 22 Mar 2023 etc. against senior 'State Bank of India' Officials. Also refer my Complaint Nos 9428/2023, 8027/2023, 7762/2023, 7759/2023, 10326/2023, 11195/2023, 14836/2023 already lodged with your Office against SBI / senior SBI Officials. Kindly provide me action taken report in detail on all these complaints as a lot of time has already elapsed.
2) Also refer my following earlier serious complaints against frauds & corruption etc. going on under SBI New Delhi Circle with Local Head Office at 11 Parliament Street, New Delhi 110001 (with involvement of SBI INSIDERS) complaints lodged during year 2020 include :164103/2020/vigilance-3, 164796/2020/vigilance-3, 168842/2020/vigilance-3, 169338/2020/vigilance-3 Similarly my complaints lodged during year 2021 include: 170059/2021/vigilance-3,170249/2021/vigilance-3, 171264/2021/vigilance-
3,172670/2021/vigilance-3 Also, complaint No 199978/2022/vigilance-3 was lodged by me during year
2022.
3) Kindly provide me as information the 'action taken report in detail' on all above complaints.
4) It is pathetic that Chief Vigilance Officer, SBI has neither approached me nor even replied to me and not informed me status of action taken over my all above serious complaints while clinching evidences are also available.
5) Kindly inform me the action taken by Central Vigilance Commission against CVO, SBI and Chairman SBI for inaction over all above complaints and not acting in time bound manner.
2. The CPIO replied vide letter dated 12.08.2024 and the same is reproduced as under:-
As per records, action taken in respect of your complaints received in the Commission, are as under:-

24.11.2020 Action taken reports on your complaint are not available with this Public Authority. However, your RTI Application is being transferred to CPIO, State Bank of India under section 6(3) of RTI Act, 2005 for providing an appropriate reply to you.
3. Dissatisfied with the response received from the CPIO, the Appellant filed a First Appeal dated 19.08.2024 alleging that the information provided was incomplete, false and misleading. The FAA vide order dated 13.09.2024 upheld the reply given by the CPIO.
4. Aggrieved with the FAA’s order, the Appellant approached the Commission with the instant Second Appeal dated 23.11.2024.
5. The appellant was present in person and on behalf of the respondent Mr. Binay Kumar Jha – Chief Manager and Mr. B S Bharti – Manager, RTI were present in person on behalf of SBI and Mr. Jakkaiah Lalam – Advisor, CVC was present in person during the hearing.
6. During the course of hearing the appellant inter alia expressed dissatisfaction with the response received from the Respondent and reiterated his allegations from the second appeal filed by him.
7. The respondent – CPIO/Asstt. Manager, SBI while defending their case inter alia placed reliance on the written submission dated 10.10.2025 wherein it had been clearly demonstrated that the RTI application had been duly res
