Relevant dates emerging from the complaint:

O R D E R

1. The Complainant filed an RTI application dated 03.03.2025 seeking information on the following points:

1. Kindly allow me to inspect the records u/s 2(1) of the RTI Act 2005, regarding the old settlement records for Ts No.9, block no.20, ward B, taluk: Pondicherry,village Pondicherry.

2. Kindly allow me to inspect the records u/s 2(j) of the RTI Act 2005, regarding the patta Mutation file for the property Ts No.9, block no.20, ward:B, taluk:Pondicherry,village Pondicherry, patta no.788, named. Bohar savarimuthu.

3. Kindly furnish the copy of the thumb impression book for the doc No.2316/1998 available in the Pondicherry Registration Department (saram).

4.(a) Kindly furnish the details of all missing records (permanent Records) in Puducherry saram, registration office & Oulgaret registration office (b) name of the official is incharge to maintain the permanent records in both office present date.

5. Kindly allow me to inspect the entire file related about the letter. No.3695/SR/OUL/2023 Dt.28/11/2023 and all findings of tampering/missing in Oulgaret registration office

6. Kindly allow me to inspect the records u/s 2(j) of the RTI Act 2005 regarding patta mutation file available in O/o the Directorate of survey & settlement Records for the property Rs No.105, pillaichavady submitted by chemfeb etc.

2. Having not received any response from the CPIO, the Complainant approached the Commission with the instant Complaint dated 02.06.2025.

3. PIO, Sub-Registrar furnished reply dated 28.10.2025 as under

“..I am to refer to your Request for Information under RTI Act 2005, received vide letter dated 03/03/2025 and to say that Q.No.1,2 and 6 pertaining to Directorate of Survey and Land records.

Q.No.5 pertaining to SR oulgaret

Q.No.4- Collection and compilation does not come under the ambit of RTI Act 2005…”

4. FAA, O/o District Registrar vide order dated 06.01.2026 upheld the Sub-Registrar reply dated 28.10.2025.

5. PIO, Office of Sub-Registrar (Oulgarate) Department of Revenue and Disaster Management furnished reply dated 01.06.2026 as under:

“..I am to refer to your Request for Information under RTI Act 2005, received vide letter dated 03/03/2025 and to say that 1. The subject matter pertains to Directorate of Survey, Settlement and Land Records.

2. The subject matter pertains to Directorate of Survey, Settlement and Land Records.

3. The subject matter pertains to Sub-Registrar (Puducherry)

4. No such records is maintained in respect of missing records in this office.

5. The applicant may visit the office during office hours with prior intimation and inspect the available information as per the provision of the RTI act.

6. The subject matter pertains to Directorate of Survey, Settlement and Land Records.

7. Ownership record are not maintained in this office and as such no enquiry has been conducted by this office

8. The subject matter pertains to the Office of the District Registrar, Puducherry

9. The subject matter pertains to the Office of the District Registrar, Puducherry…”

6. A written submission dated 02.06.2026 has been received from CPIO-cum-Sub Registrar (Oulgarate) and same has been taken on record for perusal. The relevant extract whereof is as under:

“..The appellant had filed an online RTI application dated 03.03.2024 with the Nodal Authority viz. Department of Revenue and Disaster Management, Puducherryseeking information in nine points relating to (1)-Sub Registrar Office, Oulgaret, (2)- Office of the Sub Registrar, Puducherry, (3)- Office of the District Registrar and (4)- Directorate of Survey, Settlement and Land Records, Puducherry.
