ORDER

1. The Complainant filed an RTI application dated 18.04.2025 seeking information on the following points:

1 Kindly provide the daily progress and note file regarding aforementioned request.

2 Kindly provide reason as information u/s 4 (1) (d) for not call the applicant till date Fact: 1 filed a representation letter 26.03.2025 directly to the Member secretary, State Legal Service Authority. Puducherry) requested the copy of the mention memo and are free legal advice but. I am not receive any response from the Member Secretary so I directly to the office on 04.04.2025 and the officer informed me that we will not given mention memo copy to you since it is not available in the O/o the Legal Service Authority, Puducherry and you can only obtained from the Madras High Court, so give another representation requesting to transfer your application to Madras high court legal service authority and I comply the words of the officer and I submitted another representation on the same day itself to the Member Secretary of Legal Service Authority. Puducherry, yet I am not receive any response, in connection sought following information.

3 Kindly furnish me the copy of my letters submitted to Member Secretary

4 Kindly provide the daily the daily progress movement of my representation note file regarding aforementioned request of mine letter dated 26.03.2025 & 04.04.2025

5 Provide reason as information u/s 4 (1) (d) for not call the applicant till date and not furnish the copy of the mention memo.etc.

2. The CPIO replied vide letter dated 19.05.2025 and the same is reproduced as under :-

1 The representation dated 26.03.2025 was taken on the file of Conciliation Cell-II of UTPLSA on 29.04.2025 and it was assigned Petition No.86/2025.

It was taken up for enquiry on 30.04.2025 and 07.05.2025.

2 The representation dated 26.03.2025 was taken on the file of Conciliation Cell-II of UTPLSA and it was assigned Petition No.86/2025.

Upon intimation of this office, Petitioner was present Conciliation Cell-II on 07.05.2025. before

The Petition was posted for further proceedings on 21.05.2025. dated 04.04.2025

Meanwhile, the petitioner presented a represented requesting therein to forward his representation to High Court Legal Services Authority. The said representation dated 04.04.2025 is placed in the same file pertaining to Petition No.86/202.

3 Copy of the representations dated 26.03.2025 and 04.04.2025 containing the initial of the Hon'ble Member Secretary are enclosed.

3. Dissatisfied with the response received from the CPIO, the Complainant filed a First Appeal. The FAA vide order dated 28.07.2025 stated as under:

“..6. Further, the Appellant submitted that certain information which are required to be available in the Office website of UTPLSA are not available. The PIO, UTPLSA submitted that the existing Official Website of UTPLSA was created long time back and already steps have been taken to revamp the Official Website of UTPLSA and all required information will be uploaded in the website. The fact and present situation with regard to revamp of Official Website was informed to the Appellant. I do not find any infirmity in the reply furnished by the Public Information Officer for the RTI application dated 18.04.2025.

The information sought for by the Appellant in query No.5, 8 (b), (10) (a) (c) and 11 are relating to section 4 (1) under RTI Act. 2005 and sought for the reasons for non-compliance of section 4 (1) of RTI Act. 2005. It is submitted that the information available in the records can only be provided as information to the Applicant. There is no reasons available in the records with regard to the compliance of section 4 (1) of the RTI Act, 2005.
