O R D E R

1. The Appellant filed an RTI application dated 21.10.2024 seeking information on

the following points:

➢ That I worked as a GDS (substitute) in Sonda Branch Post office .. Ghurni Nadia

for the period between 23.11.2021 to 09.03.2023. Till date I am not getting the

entire salary during my working days I want to know the following questions under

RTI act

(i) How many number of GDS substitute bill was sanctioned in my name during the

period of 23.11.2021 to 09.03.2023?

(ii) What amount of actual GDS substitute bill was sanctioned in a single month?

(iii)Whether the GDS substitute bill was sanctioned in my favour either in cash or

directly credited to my Post office savings account being no ******0962?

2. Having not received any response from the CPIO, the Appellant filed a First

Appeal on 30.12.2024. FAA’s order, if any, is not available on record.

3. Aggrieved with the non-receipt of the FAA’s order, the Appellant approached the

Commission with the instant Second Appeal dated 21.02.2025.

Hearing Proceedings & Decision:

4. The appellant and on behalf of the respondent Rupali Das Talukdar, Assistant

Suptd. of Posts, attended the hearing through video conference.

5. The appellant, inter alia, submitted that he had not received any response to the

RTI application till date. He further insisted for the information sought at Point No. 2 of

the RTI application.

6. The respondent while defending their case inter alia submitted that it was not a

case of non-response as contended by the appellant and they had replied on 14.11.2024,

the contents thereof are extracted below:

“1. 9 (Nine)

2. Query is not specific

3. Credited to SB a/c.”

7. The CPIO further submitted that the query raised at Point No. 2 of the RTI

application was not specific, as the appellant had not particularly mentioned the month in

respect of which the sanctioned amount was sought. Upon being queried regarding the

proof of dispatch (PoD) of the reply dated 14.11.2024, the CPIO assured the Commission

that the same shall be placed on its record at the earliest. The written submissions filed

by the CPIO dated 22.06.2026 are taken on record.

8. The Commission after adverting to the facts and circumstances of the case, hearing

both parties and perusal of records, observes that the respondent had furnished a reply to

the RTI application on 14.11.2024, contrary to the appellant’s contention that no response

had been received. Further, upon perusal of the queries raised in the RTI application, it is

noted that the query at Point No. 2 is not specific. Accordingly, the Commission finds no

infirmity in the reply dated 14.11.2024 furnished by the CPIO. However, since the

appellant has asserted non-receipt of the said reply, the respondent is directed to furnish a

copy of the reply dated 14.11.2024 to the appellant within one week from the date of

receipt of this order, under due intimation to the Commission.

Accordingly, the appeal is disposed of.

Copy of the decision be provided free of cost to the parties.
