Information sought:

1. The Appellant filed an RTI application on 03.01.2025 seeking the following information :

“Please provide following information/documents under section 6(1) of RTI Act, 2005 Pertaining to Hqrs Chief Engineer Zone, MES, Jaipur and GE(S), Jaipur. As per details mentioned in attachment.

Please provide following information/documents under section 6(1) of RTI Act, 2005 :-

1) Copy of orders containing details regarding electricity and water rates being charged in respect of Government accommodation situated in Defence Estates Residential Complex, P-21, Tulsi Marg, Bani Park Jaipur.

2) Copy of Govt. of India, Ministry of Defence/HQrs E-in-C Branch policy/ guidelines/rules/O.M./letter under which Electric Meter Readers are authorised by GE (South), Jaipur regarding quarterly visits to Defence Estates Residential Complex, P-21, Tulsi Marg, Bani Park Jaipur for the purpose of meter reading.

3) Copy of Govt. of India, Ministry of Defence/HQrs E-in-C Branch of Ministry of Defence, Policy/ guidelines/rules/O.M./letter under which provision for imposition of flat rates is applicable, in case Electric Meter installed by MES in a married accommodation is not found functional.

4) Copy of Govt. of India, Ministry of Defence/HQrs E-in-C Branch of Ministry of Defence policy guidelines/rules/O.M./letter under which there is a restriction on considering average meter reading charges, in case Electric Meter installed by MES in a married accommodation is not found functional.

5) Copy of Board Proceedings (BPs) which has been approved by the Competent Authority i.e Stn. Commander as mentioned in para 4 of GE (South) Jaipur letter No. 301/Gen/446/E3F dated 23.12.2024 (copy enclosed).

6) Copy of relevant pages of register/ dairy (containing meter readings) being maintained by the office of GE (South) Jaipur in respect of Defence Estates Residential Complex, P-21, Tulsi Marg, Bani Park Jaipur for the period w.e.f. 01.06.2022 to 31.12.2024.

7) Copy of extract from Electric Meters and Meter Box Sealing Report register or any other register being maintained by the office of GE (South) Jaipur in respect of Defence Estates Residential Complex, P-21, Tulsi Marg, Bani Park Jaipur alongwith copies of relevant note sheets/orders in this regard.

8) Copies of correspondences, noting, note sheets containing direction/ decision/ orders of the Competent Authority in the office of GE (South) Jaipur on receipt of representations dated 17.12.2024 and 19.12.2024 (copies attached) submitted by the undersigned i.e. applicant.

9) Total No. of Electric Meters reported to be not functional during last 03 years, which have been installed by MES in various Married Accommodation localities in Jaipur Military Station falling under the jurisdiction of office of GE (South) Jaipur.

10) No of Electric meters (out of Sr. No. 10 above) replaced by MES in various Married Accommodation localities in Jaipur Military Station falling under the jurisdiction of office of GE (South) Jaipur during last 03 years.

11) Please also provide the details and particulars of Consumer Grievance Redressal Officer appointed by the Competent Authority in the office of GE (South) Jaipur. Please also intimate their daily meeting Hours with Consumers.”

2. The CPIO, Military Engineer Services transferred the RTI application to SWC GE Jaipur on 06.01.2025.

3. Having no reply received from the CPIO, the Appellant filed a First Appeal
