Information sought:

1. The Appellant filed an RTI application on 26.02.2025 seeking the following information :

“Please rafer to my Re-submission Application No. 23080200990286R dtd 13AUG2024. Till today still showing under process and nothing has been heard. Kindly see the matter and

update me.”

2. The CPIO furnished a reply to the appellant on 08.03.2025 stating as under:

“REQUEST DISPOSED OF:

You may check status of your application number (CRN) on the CRCS-Sahara Refund Portal, Further, in case of any deficiency found in the application of the depositors on the portal, deficiencies are being communicated through SMS/ Portal to them for re-submission of their application through the re-submission

3. Being dissatisfied, the Appellant filed a First Appeal on 10.03.2025.

The FA, Ministry of Cooperation transferred to another FAA, on

13.03.2025. (Details of FAA not available)

4. The FAA, Ministry of Cooperation vide its order on 24.03.2025 replied to appellant stating as under:

“APPEAL DISPOSED OF:

Regarding your RTI application, the CPIO has already furnished the information. Accordingly, appeal is disposed of.”

5. Feeling aggrieved and dissatisfied, Appellant approached the Commission with the instant Second Appeal.

Relevant Facts emerged during Hearing:

The following were present:-

Appellant: Shri Jaswant Rai Saini.

Respondent: Shri Vinay Kumar Ginni, CPIO & Assistant Director, O/o Central Registrar of Cooperative Societies.

6. Proof of having served a copy of a second appeal to the respondent while filing the same in CIC is not available on record.

7. The Appellant inter alia submitted that he had submitted an application for a refund on the CRCS-Sahara Refund Portal on which no satisfactory reply was given by the CPIO. He further contended that no communication or notice regarding any deficiency in his application was conveyed to him, either through the said Portal or via the reply furnished by the Central Public Information Officer

(CPIO).

8. The respondent while defending their case inter alia submitted that the reply previously furnished by the then CPIO was vague and non- specific. Clarifying the present status, the CPIO submitted that the Appellant’s refund application was found to be deficient and the matter was accordingly forwarded to the concerned Sahara Society, where it has remained pending since January, 2026. It was conceded that details regarding the said deficiency had not been communicated to the Appellant, as it is to be provided by the Society. However, a revised and comprehensive reply has now been dispatched to the Appellant by post on 27.07.2026, and a copy

thereof has also been served upon the Commission via email.

Decision:

The Commission after adverting to the facts and circumstances of the case, hearing both the parties and perusal of the records, note that the Appellant had sought information regarding the status of his resubmitted application dated 13.08.2024. The CPIO had initially

provided a vague and non-
