O R D E R

1. The Appellant filed an RTI application dated 17.10.2024, before the CPIO, Delhi Police, seeking information as under:

“This pertains to the DCP, CRO/CCTNS at Police Station Kamla Market Office Complex, Delhi. This further pertains to the General Diary Entry uploaded by Police Station on CCTNS systems. The following information is sought as per

records:

1. Please provide the TIME OF UPLOAD of General Diary No. 0057A dated 17.07.2024 uploaded by P.S. New Friends Colony by ASI Shyam Sunder as per

records

2. Please provide the complete CCTNS registration number of the said entry as per records

3. Since the said entry pertains to the undersigned applicant Vaibhav Jalan, the certified copy of the said entry is sought as per records.”

2. The CPIO & Addl. DCP, South-East District, Delhi replied vide letter dated 13.11.2024, enclosing the report dated 02.11.2024, received from P.S., New Friends

Colony incorporating a copy of the GD entry.

3. Dissatisfied with the reply provided by the CPIO, the Appellant filed a First Appeal dated 22.11.2024, inter alia stating as under:

“1.TIME OF UPLOAD of General Diary has not been provided. The time as shown on the GD copy provided is not the time of upload on the software used for such

filings.

2. The Complete CCTNS registration number of the said entry has not been provided by the CPIO.”

4. The FAA & DCP, South East District, Delhi vide order dated 06.12.2024 upheld the CPIO’s reply.

5. Aggrieved with the FAA’s order, the Appellant approached the Commission with the instant Second Appeal dated 02.12.2024.

6. The Appellant was represented by Advocate Manas Tripathi during the hearing in person. On behalf of the Respondent, ACP Ravi Shanker; Inspector Ugesh Kumar and SI

Sunil Kumar attended the hearing in person.

7. The Advocate for the Appellant argued that the CPIO has neither provided the time of uploading the GD entry nor the 16-17 digit number generated as CCTNS registration number at the time of its upload. Further, reliance was placed upon the arguments

contained in the written submissions dated 21.07.2026, filed by the Appellant, as under:

“1. The RTI application pertains to one suspicious GD Entry No. 0057A dated 17.07.2024 claimed to have been filed by the ASI Satvir on CCTNS software of Delhi

Police.

2. CCTNS software backend is managed by O/o DCP, CRO/CCTN at P.S. Kamla Market office complex.

3. The issue pertains to the applicant having been arrested by the Police and thereafter a false narrated was woven by the Police regarding the attempt by the applicant to commit suicide leading to the arrest of the applicant. To justify the false narrative, a spurious and forged GD Entry No. 57A dated 17.07.2024 was

manufactured and uploaded on CCTNS.

4. Vide the subject RTI Application, Applicant sought the

b. Complete CCTNS registration number of the said GD Entry

C. Certified Copy of the said entry

5. The RTI was divided into two

6. The CPIO at DCP/SED did not provide the details of time of upload and the complete CCTNS registration number of the said GD Entry and instead provided a

non-certified copy of the said GD Entry
