3. By way of the present writ petition, the petitioner seeks following reliefs:

“A) Pass an. appropriate Judgment/Order thereby directing an independent' investigating agency such as the Special Investigation Team {S.I.T.), Central Bureau of Investigation (C.B.I.), Special Cell, . Crime·. Branch, E.O.W. or such equivalent superior investigating agency, which is not under the control, supervision, influence of. Delhi Police, to carry out a proper, fair, unbiased, thorough and deep investigation into the F.I.R. No. 99/2021 regd. at P.S. Connaught Place U/s 406, 420, 467, 471, 474, 120B, 34 IPC, unearth· the conspiracy· and punish the guilty accused in accordance with law; and B) Further pass· appropriate order /direction therein to the aforesaid investigating agency to recover all the valuable documents, securities, prime evidences, etc in original from the Police and/or the accused, which have been mentioned hereinbefore and which have been erased, vanished, removed, concealed, withheld, caused to disappear and I or sold by the Police to the accused as enumerated above despite absolute admission by the Police in the Final Report (FR) as 'As per Seizure Memo' ,including but not limited to :-

(i) Complaint in Original along with all the Annexures annexed thereto in Original i.e Original Tehrir with all annexures annexed thereto in Original. (ii) Original Seizure Memo along with Original Documents admittedly seized from the accused including but not limited to Original GPA dated 19-09-2006 as declared in the Final Report dated 02-03-2022 at Page No.2.

(iii) Recoveries of CCTV Footage, Retrieved Data of all cameras in and around the Police Station, DLF Phase-2, Gurugram, wherein the Petitioner was Illegally Arrested, Detained on 11-03-2020 and was Severely Tortured, Traumatized, Terrorized and Treated worse than an Animal.

(iv). Original signed Specimen Signature Sheets of the .signatures of the Sub-Registrar-VII, INA, New Delhi District, Vikas Sadan, New Delhi along with various documents containing the admitted signatures of the Sub-Registrar-VII, INA during the relevant period for comprising and establishing whether the Signatures of Sub-Registrar-VII on the said GPA dated 19.09.2006 are actually Genuine or not.

(v) Note ~Sheets forming part and parcel of the Original Record/File of the office of the Senior Town Planner, Sec- , 14, HUDA Complex, Gurugram o/o o Directorate of Town and Country Planning, Haryana, Chandigarh and the 2 (two) Undertakings submitted by the Accused No. 2 as admittedly recorded therein and which the Police has removed/ erased in league with the Gurgaon Police.

(vi) Tripartite Agreement to Sell dated 27-06-2006 by and between the Petitioner, Accused Smt. Uma Piplani and Accused No.2.

(vii) Tripartite Agreement to Sell dated 31-10-2006 by and between the Petitioner, Accused Smt. Uma Piplani and Accused No.2.

(viii) GPA dated 31-:-10-2006 duly executed by the Accused Smt. Uma Piplani in favour of the Petitioner duly witnessed by Sh. Pankaj Piplani, typed on plain paper.

(ix) GPA dated 18-11-2006 duly signed, executed by Smt. Uma Piplani in favour of the Petitioner (duly witnessed by Accused No. 1 and 5) typed on Stamp Paper of Rs. 300/= and signed by the Sub-Registrar-VII deployed at the relevant time.
