By way of the present application filed under section 528 of the
Bharatiya Nagarik Suraksha Sanhita 2023, the applicant/ petitioner No.1 seeks suspension of the Look-Out-Circular (‘LOC’) pending against her; and for permission to travel to Dubai from 20.01.2026 to
10.02.2026.
2. Notice on this application was issued on 06.01.2026.No reply has
been filed by the respondents.
3. Mr. Amit Tiwari, learned CSGC appearing for the respondents
submits, that though petitioner No.1 has been granted permission to travel abroad in the past on business, subject to certain conditions, the respondents wish to bring to the notice of this court that since investigation is still ongoing against the petitioners, they would
require her presence in India.

On the other hand, Mr. Ashish Batra, learned counsel appearing for petitioner No.1, draws attention to order dated 21.04.2025 passed by the Predecessor Bench, to submit that in the face of the same opposition, the learned Predecessor Bench had permitted petitioner No.1 to travel to Germany and Switzerland between April 2025 and May 2025 for business reasons; and the petitioner duly returned to India and did not violate any conditions for the permission so granted.
5. Mr. Batra submits, that this time petitioner No.1 wishes to travel to Dubai for the Gulfood Festival, which is scheduled between 26.01.2026 and 30.01.2026. He also draws attention to the reasons for which the petitioner is seeking suspension of the LOC, which have been set-out in the application, assuring that the petitioner No.1 would of course be willing to comply with such conditions as this court may impose.
6. Since the petitioner was granted permission to travel abroad earlier, and there is no allegation that she violated any conditions imposed for grant of such permission, and after considering the stand of the respondents, this court is inclined to allow the present application.
7. Accordingly, petitioner No.1 is permitted to travel on business to Dubai for the Gulfood Festival from 20.01.2026 to 10.02.2026, subject to the same conditions as were imposed by the learned Predecessor Bench vidé order dated 21.04.2025, which are as follows: 7.1. Petitioner No. 1 shall furnish before the learned Joint-Registrar a Fixed Deposit Receipt (FDR) in the sum of Rs.5 lacs (Rs. Five Lacs Only) as security for her timely return to the country and for joining the ongoing investigation in the case;
7.2. In addition to the above, petitioner No. 1 shall also furnish before the learned Joint-Registrar a personal bond in the sum of Rs. 5 lacs (Rs. Five Lacs Only) as security for her timely return to the country and for joining the ongoing investigation in the case;
7.3. Petitioner No.1 shall not visit any destination other than Dubai during the period 20.01.2026 to 10.02.2026;
7.4. If her presence is required by the I.O. in connection with investigation during her travel period, petitioner No. 1 shall return to India and join investigation within 48 hours of receiving information in this regard from the I.O., through WhatsApp/e-mail or any other mode of communication;
7.5. Petitioner No. 1 shall inform this court about her arrival back in India within 48 hours of her return; and shall also file copies of the relevant pages of her passport showing her return to the country; and written intimation in that regard shall also be given by her to the I.O.;
7.6. Petitioner No. 1 shall not, under any circumstances, request for extension of the duration of her stay abroad;
