1. Allowed, subject to all just exceptions. Accordingly, the application is

disposed of.

CM APPL. 2413/2026 ( for Exemption) in W.P.(C) 504/2026

2. Allowed, subject to all just exceptions. Accordingly, the application is

disposed of.

3. At the outset, this Court notices that in W.P.(C) 504/2026 vide the impugned order dated 2nd December, 2025 passed by the Registrar Co- operative Societies, Delhi (hereinafter, ‘RCS’) the RCS has decided the representation of the Petitioner- Mr. Rajat Grover. Vide the impugned order, the representation of the Petitioner- Mr. Rajat Grover has been rejected and the RCS had held that the Petitioner is not eligible for membership of the Respondent No.3- Dera Ismail Khan Cooperative House Building Society Ltd.

4. The matter has a chequered history. There are various writ petitions which have earlier been filed by the Petitioners and similarly situated parties. There is also a W.P.(C) 2373/2022 titled Col. Mohinder Pratap Wadwa & Anr. v. The Registrar Co-operative Societies & Anr. which was decided on

8th February, 2022 by a Division Bench of this Court.

5. In order to comprehensively adjudicate this matter, the following directions are issued:

(i) An advance copy of the present petitions be served upon the Society/Respondent No.3;

(ii) An advance copyof the present petitions be also served upon the Administrator-cum-Returning Officer i.e., Respondent No.2, who shall appear in the matter on the next date of hearing;

(iii) Complainants who had filed complaints which had resulted in irregularities against the Society/Respondent No.3 are also not impleaded in the present matter. Let the Respondent No.2 serve a copy of the present petitions upon all the complainants including:

Mr.Col.MohinderPratapWadhwa(Address:H.No.2/32.

Sarva Priya Vihar, New Delhi-110016);

Mr.HiraLal(Address:H.No.C-214,NehruVihar,Delhi-

110054).

6. The aforesaid complainants shall be impleaded as Respondent Nos. 4 and 5 in the present petitions.

7. Let the amended memo of parties be filed within a period of one week from this order.

8. List on 9th February, 2026 in the Supplementary List PRATHIBA M. SINGH, J MADHU JAIN, J JANUARY 14, 2026 b/sm
