O R D E R

% 21.01.2026 CRL.M.A. 2180/2026 By way of the present application filed under section 528 of the Bharatiya Nagarik Suraksha Sanhita 2023, the petitioner seeks suspension of the Look-Out Circular (‘LoC’) dated 15.11.2025 issued against him, with permission to travel abroad for medical follow-up, as detailed in the application.

2. Ms. Rebecca M. John, learned senior counsel appearing for the petitioner submits, that though the prayer in the application seeks, what appears to be, a general direction that whenever a request is made to travel abroad, the LoC should be suspended, however the petitioner would restrict the prayer only to his immediate need for travelling to Singapore for following-up on his medical treatment, which is scheduled on 27.01.2026.

Ms. John points-out, that by order dated 16.10.2025, the learned Predecessor Bench had granted permission to the petitioner to travel for his medical appointment to the Raffles Neuroscience Centre, Singapore on 25.10.2025, on certain conditions; and that the petitioner had availed that liberty and had duly returned to India.

4. Ms. John submits, that as would be seen from Annexure A-2 appended to the present application, thereafter the same medical facility has given to the petitioner two appointments for his follow-up viz., on 19.01.2026 and 27.01.2026.

5. Learned senior counsel submits, that since the next date of hearing before this court is 07.02.2026, the petitioner wishes to travel to Singapore for his appointment on 27.01.2026; and to return for the hearing on 07.02.2026.

6. Issue notice.

7. Mr. Himanshu Pathak, learned SPC appears for respondent No.1 and Mr. Zoheb Hossain, learned Special Counsel appears for respondents Nos.2 to 4 on advance copy; and accept notice.

Since the Directorate of Enforcement is the ‘requesting agency’ for opening of the LOC, on instructions, Mr. Hossain submits, that they have no objection to the petitioner being allowed to travel abroad and for the LOC being suspended, for the medical appointment scheduled on 27.01.2026, on the same conditions as were imposed vidé order dated 16.10.2025.

9. In view of the above, the application is allowed.

10. As prayed-for, the petitioner is granted permission to travel to Singapore on 25.01.2026 for his medical appointment scheduled on 27.01.2026; and to return to India on or before 06.02.2026, subject to compliance of the same conditions as were imposed vidé para 4 of order dated 16.10.2025, mutatis-mutandis.

11. The concerned authorities are directed to suspend the LOC put-out against the petitioner for the said dates of travel.

12. The application is disposed-of.

13. A copy of this order be given dasti under the signatures of the Court Master.

14. Ms. John appearing for the petitioner submits, that respondent No.5 -

the learned Adjudicating Authority under the Prevention of Money Laundering Act 2002, may be deleted from the array of party- respondents in the matter, since no relief has been sought against the said authority.

15. On oral prayer, respondent No.5 is deleted from the array of parties.

16. Amended Memo of Parties be filed within 02 weeks.

17. Re-notify on 07th February 2026, the date already fixed.
