Headnote:The petitioners in multiple connected writ petitions filed against the New Delhi Municipal Council submitted a judgment dated 08th October, 2025, in CRL. M.C. 4881/2005, asserting its relevance to the current adjudication. The court took the said judgment on record and addressed procedural requirements regarding the filing of sur-rejoinders and rejoinders. The court focused on the completion of pleadings, granting the respondent time to file sur-rejoinders and allowing petitioners to file rejoinders. Additionally, the court noted the expiration of a petitioner in W.P.(C) 5487/2023 and the subsequent bringing of legal representatives on record, granting liberty to file the rejoinder accordingly. O R D E R

1. Learned counsels appearing for the petitioners have handed over to this Court a judgment dated 08th October, 2025 passed in CRL. M.C. 4881/2005, titled as “ B.K. Sood Versus North Delhi Municipal Corporation ”, to submit that said judgment shall have effect on the adjudication of the present matters.

2. Accordingly, the said judgment is taken on record.

3. Learned counsel appearing for the respondent-New Delhi Municipal Council (“NDMC”) submits that sur-rejoinder has been filed on behalf of the NDMC in the lead matter, i.e., W.P.(C) 5260/2023, titled as “ML Lahoty Versus New Delhi Municipal Council”. She submits that she needs more time to file sur-rejoinder in W.P.(C) 5734/2023.

4. Liberty is so granted.

5. Let the needful be done within a period of one week, from today.

6. Learned counsel appearing for the petitioners in the other connected matters submit that the copy of sur-rejoinder filed on behalf of the NDMC, be also supplied to them.

7. Accordingly, let copy of the said sur-rejoinder be supplied by learned counsel appearing for the NDMC to the learned counsels for the petitioners in the other matters, on the E-mail, which are reflected in today’s order.

8. Learned counsel appearing for the petitioner in W.P.(C) 5487/2023, submits that the petitioner has expired and that the Legal Representatives (“LRs”) of the deceased petitioner have now been brought on record.

9. He, submits that on account of the aforesaid, rejoinder has not been filed by the petitioner and thus, seeks liberty to file the same.

10. Let rejoinder be filed by the petitioner, within a period of four weeks, from today.

11. Wherever learned counsels for the petitioners in different matters, wish to file their rejoinder, liberty is so granted.

12. Let the needful be done within a period a period of four weeks, from today.

13. The parties are also directed to file their written submission, in terms of the previous orders passed by this Court.

14. Re-notify on 27th March, 2026.

15. Interim order to continue.
