1. This application under Section 151 of the Code of Civil Procedure, 1908, on behalf of the petitioner seeking an early hearing of the writ petition.

2. In this application, it is alleged that pursuant to the order dated 29.11.2025, respondent no. 2 issued a notice dated 04.12.2025, whereby all students were permitted to appear in the forthcoming examinations commencing from 05.12.2025.

3. Pursuant to the aforesaid notice, a representation was made by the petitioner before the Joint Registrar, Controller of Examinations, University of Delhi, who forwarded the same to officials of respondent no.2. The petitioner was thereafter allowed to appear in the first paper of the semester examination held on 06.12.2025. However, when the petitioner attempted to appear for the second paper scheduled on 10.12.2025, he was denied entry and not permitted to attend.

4. According to the petitioner, it is because he approached this Court, he was not permitted to take the examination. He has been asked to produce the specific order of this Court permitting him for attending the exam.

5. Heard the learned counsel for the petitioner.

6. The present application has been filed with the following prayer:

“a. Issue an appropriate writ, order or direction thereby directing the Respondents to permit Petitioner No. 1 to appear in all remaining odd semester examinations scheduled on 13.12.2025, 17.12.2025, and 20.12.2025, without any further hindrance or insistence on production of any additional court order and to treat the Petitioner in a fair, non-discriminatory, and unbiased manner and ensure that no retaliatory or punitive action is taken against him for having exercised his legal remedies.

b. Pass any other order/direction which this Hon’ble Court may deem fit and proper in the facts and circumstances of the case.”

6. On going through the file, it is seen that the Roster Bench passed the following order on 29.11.2025:

3. This writ petition is filed on behalf of the Petitioners under Article 226 of the Constitution of India seeking the following reliefs:-

“A. Issue a writ of mandamus or any other appropriate writ, order or direction directing the Respondent University to forthwith declare the results of the Petitioners for the IInd & IVth Semester LL.B Examinations held in May–June

2025, which have been illegally withheld;

B. Pass an order allowing the present writ petition and issue a writ of Mandamus in favour of the Petitioners thereby directing the Respondent University to allocate section and permit the Petitioners to attend the classes for the third or fifth semester as the case may be;

C. Pass an order allowing the present writ petition and issue a writ of Mandamus in favour of the Petitioner thereby quashing/setting aside the detention list dated 24.05.2025 issued by the Respondent University and the report of the Enquiry Committee dated 22.09.2025 filed by the Respondent University before the Hon’ble Delhi High Court on

19.09.2025;

D. Issue a writ of mandamus or any other appropriate writ, order or direction directing the Respondent University to permit the Petitioners to deposit their admission and examination fees and pursue the IIIrd or Vth Semester LL.B course, as the case may be, and to attend classes without any further delay;

F. Pass such other or further orders as this Hon’ble Court may deem fit and proper in the facts and circumstances of the present case, in the interest of justice.”
