1. The present application has been filed by the applicant/petitioner seeking permission to travel to Singapore from 06.12.2025to13.12.2025.

2. It is noticed that on previous occasions, vide orders dated 13.08.2024, 10.01.2025 and 09.05.2025, this Court had permitted the applicant/petitioner to travel to Singapore for the same purpose of undergoing treatment for his medical condition called ‘Superior Mesentaric artery dissection’.

3. Learned counsel appearing on behalf of the petitioner submits that the applicant/petitioner undertook the aforesaid travel/s in absolute compliance with the conditions imposed by this Court.

4. There is no controversy as regards the applicant/petitioner having completed his travels as permitted vide the aforementioned orders, incompliance with the conditions laid therein.

5. It is submitted that on various occasions even prior to the opening of the Look Out Circular (LOC), the petitioner had been permitted to travel abroad by the Court of Special Judge, Rouse Avenue, New Delhi, in view of his medical condition.

6. It is further submitted that the FDR deposited by the petitioner in terms of the order dated 13.08.2024 continues to be deposited before this Court. The details of the appointments booked by the petitioner with various doctors in Singapore have been furnished along with the application and filed as Annexure-3(Colly) thereto.

7. Learned counsel for the respondents submit that in case the applicant/ petitioner is granted permission to travel, the same be subject to the same conditions, as imposed by this Court on previous occasions.

8. In the circumstances, considering the averments made in the application, the applicant/petitioner is granted permission to undertake the proposed travel, subject to the following conditions :

(i) In addition to the security of Rs. 20 lakhs directed to be furnished vide order dated 18.07.2024 passed by the Special Judge, Rouse Avenue, New Delhi, the petitioner is directed to deposit, by way of a security, an additional FDR amounting to Rs. 10 lakhs with the Registrar General of this Court, which shall be kept on an auto- renewal mode [the requisite security/ FDR is stated to be already deposited with this Court].

(ii) Petitioner shall file an undertaking before the Registrar General that he shall return to the country by 13.12.2025. Petitioner shall intimate the Registrar General before leaving as well as within 72 hours of his return from abroad.

(iii) Petitioner shall file a detailed affidavit disclosing his complete itinerary, including his stay at various locations abroad as well as telephone numbers and residential/ hotel addresses. He shall also file an undertaking that he shall strictly adhere to the itinerary mentioned in the affidavit and not visit any other stations. He shall also furnish a copy of the air tickets purchased by him, including return tickets, before the Registrar General.

(iv) Petitioner shall also provide contact numbers where he shall be available during his stay abroad and at least one of the said contact numbers shall be kept operational at all times, subject to all fair exceptions, including the period he is on board the aircraft. (v) Petitioner shall file a self-attested copy of his passport to the Court, along with a copy of the visa, on his return to India.

9. The permission to travel abroad given in this order shall be subject to all other applicable conditions and shall not be deemed as a direction to any other authority.
