2. The above application is disposed of W.P.(C) 2065/2026 & CM APPL. 10101/2026
1. By way of present petition filed under Article 226 of the Constitution of India, the petitioner seeks following prayers:-
“a. Issue a writ of mandamus or any other appropriate writ, order ordirection, thereby directing the Respondents to allot the whole ofChamber No. D-419, Lawyers’ Chamber Block, Karkardooma Courts, Delhi, jointly in favour of the Petitioners, in accordancewith the District Courts Karkardooma Lawyers Chambers(Allotment and Occupancy) Rules, 1995 (as amended).
b. Issue a writ of mandamus or any other appropriateorder/direction, thereby directing the Respondents to treat thePetitioners as joint allottees of Chamber No. D-419 with allconsequential rights, benefits and liabilities attached thereto.
c. Issue an appropriate order/direction declaring the transfer letterdated 23.01.2026, insofar as it mandates or proceeds on the basisof compulsory twin sharing and results in transfer/allotment ofonly half portion of Chamber No. D-419, Lawyers’ Chamber Block, Karkardooma Courts, Delhi, as unlawful, ultra vires andunsustainable, and consequently quash the same, and therebydeclaring the order dated 22.12.2009 as inconsistent with the Karkardooma Lawyers Chambers (Allotment and Occupancy)Rules, 1995 (as amended) and as with further directions to theRespondents to consider and grant joint allotment of the entireChamber No. D-419 in favour of the Petitioners in accordancewith the District Courts Karkardooma Lawyers Chambers(Allotment and Occupancy) Rules, 1995 (as amended).
d. Issue an appropriate order/direction directing the Respondents toplace on record the minutes, agenda and decisions of theChamber Allotment Committee meetings relevant to theconsideration of the Petitioner’s application dated
24.05.2024and the subsequent allotment process.
e. Issue an appropriate order/direction directing an inquiry/scrutinyinto the manner in which allotments and substitutions of lawyers’chambers have been undertaken by the Chamber AllotmentCommittee in coordination with the Shahdara Bar Association,to ensure transparency, uniformity and non-
discrimination.”
2. Issue notice.
3. Learned counsel for the respondent Nos.1 and 3 accepts notice. Notice be also issued to the remaining respondent No.2, returnable on 13.03.2026.
4. In the meantime, no coercive steps be taken against the petitioner.
