1. It is 04:05 pm. This writ petition has been received by way of second supplementary list after mentioning was allowed by the Hon’ble Chief Justice.

2. I have heard learned counsel for petitioner.

3. In view of specific pleadings of the petitioner alleging domestic violence, a query was put as to why the petitioner has not approached the magisterial court for initiation of proceedings under the Protection of Women from Domestic Violence Act, in which the magisterial court being a court of specialised jurisdiction could immediately direct appointment of a magisterial proceedings would not be expeditious. This is challenged by learned ASC and rightly so. Protection officers are appointed in appropriate cases on first hearing itself by the magistrates.

4. Further, despite making extensive allegations against her parents and in-laws, the petitioner has not impleaded them as parties.

5. Furthermore, the petitioner has sought the relief to restrain her husband, mother-in-law, parents and their affiliates from entering her place of residence. It is submitted that petitioner is residing in a shelter home. But even that shelter home has not been made a party.

6. During arguments, learned counsel for petitioner referred to a photograph (Annexure P-6), alleging that when petitioner went to record her statement at the police station, a mob gathered outside. But from that picture, nothing can be deciphered, as it is a picture depicting few individuals standing outside PS Fatehpur Beri. It cannot be ascertained from this photograph that the persons standing outside police station is a mob, much less to prevent the petitioner from making any statement.

7. Learned counsel for petitioner seeks adjournment to implead her husband, mother-in-law and parents as well as the shelter home as party to this petition.

8. At this stage, learned counsel for petitioner requests for directions to provide telephone number of the beat officer. In this regard, learned ASC submits that telephone numbers of all beat officers are already displayed on the website, but the petitioner has to clarify as to beat officer of which police station is required by her to be contacted because petitioner has impleaded wants telephone number of beat officer of Lajpat Nagar police station. That phone number is supplied to learned counsel for petitioner by Inspector Chetan Mandaliya from PS Lajpat Nagar.
