04.11.2022 Heard Ms. A Talukdar, learned counsel for the petitioner, Ms. M Barman, learned Junior Government Advocate for the respondents No. 1 and 2 respectively being the Secretary to the Government of Assam in the Fishery Department and the Deputy Commissioner, Dhubri and Mr. MK Choudhury, learned senior counsel for the respondent No. 3 being the M/s Gauripur FCS Ltd. 2. The petitioner M/s Geramari Gaon Panchayat Meen Samabay Samity Ltd represented by its Secretary Anil Chandra Barman through its Secretary Anil Chandra Barman had made an application dated 02.03.2020 before the Deputy Commissioner, Dhubri for issuing a Bakijai clearance certificate to the Geramari Gaon Panchayat Meen Samabay Samity Ltd. The relevant provision of the application dated 02.03.2020 is extracted as below:-
