2. Heard Mr. J. Laskar, learned counsel for the petitioners in both the writ petitions. Also heard Ms. R. Devi, learned Central Government Counsel (CGC) for the respondent no. 1; Mr. M. Nath, learned Standing Counsel, Panchayat & Rural Development Department for the respondent nos. 2, 3, 5, 6 and 7; and Mr. N.

Goswami, learned Junior Government Advocate for the respondent no. 2.

3. At the request of the learned counsel for the parties, both the writ petitions are taken up together as they involve similar issues.

4. 26 (twenty six) nos. of petitioners have joined together to prefer the writ petition, W.P.(C) no. 1982/2018 claiming themselves to be inhabitants within the territorial jurisdiction of No. 107 Dakshin Paka Gaon Panchayat (at present, No. 43 Dakshin Paka Gaon Panchayat). 42 (forty two) nos. of petitioners have joined together to prefer the writ petition, W.P.(C) no. 2010/2018 claiming themselves to be inhabitants within the territorial jurisdiction of No. 108 Paschim Paka Gaon Panchayat (at present, No. 44 Paschim Paka Gaon Panchayat).

5. Both the afore-mentioned panchaya
