21.10.2022 Heard Mr. BD Goswami, learned counsel for the petitioners. Also heard Mr. N Goswami, learned counsel for the respondents No.1, 4 and 5 respectively being the Chief Secretary to the Government of Assam, the Deputy Commissioner, Lakhimpur and the District Development Commissioner, Lakhimpur and Mr. R Dhar, learned counsel for the respondents No.2 and 3 being the authorities under the WPT & BC Department as well as Mr. JC Gogoi, learned counsel for the respondent No.6 being the authorities under the Deori Autonomous Council and Mr. R Dubey, learned counsel for the respondents No.7 and 8 being the authorities in the State Election Commission.

The petitioners herein are all residents of the area called ‘Nakari’ in the North Lakhimpur town under the Lakhimpur district and are aggrieved to the extent that the area where the petitioners are residing are being included within the territorial jurisdiction of the Deori Autonomous Council.
