This writ petition is directed against the order dated 21.07.2021, issued by the Chief Secretary, Govt. of Arunachal Pradesh vide No.PERS- 27/2020/56, whereby the petitioner, who is working as Under Secretary(Public Works Department) in the Arunachal Pradesh Civil Secretariat has been transferred as Under Secretary, Personnel(AIS) within the same Arunachal Pradesh Civil Secretariat.

The only contention raised by the petitioner in challenging the impugned transfer order is that the petitioner having been posted as Under Secretary (PWD) in the month of November, 2020, the impugned transfer order has been issued before completion of the normal tenure of posting of 2(two) years, as provided in the transfer and posting guidelines dated 02.06.1998 and the order dated 19.12.2008, issued by the Chief Secretary, Govt. of Arunachal Pradesh prescribing 2(two) years as the normal tenure of posting in all the Government posts.

4. The transfer and posting guidelines prescribing, amongst others, a normal tenure of posting for th
