11.08.2022 Heard Mr. UK Nair, learned senior counsel for the writ petitioners in WP(C)

No. 4694/2018, WP(C) No. 5138/2018, WP(C) No. 5194/2018, WP(C) No. 7942/2018 and WP(C) No. 8409/2019 as well as Mr. A Roshid, learned counsel appearing for the petitioners as well as for the respondents in some of the writ petitions. Also heard Mr. J Handique, learned counsel for the respondents No. 1 and 2 being the authorities in the Revenue Department of the Government of Assam and Mr. SS Roy, learned Junior Government Advocate for the respondents No. 3, 4 and 5 being the Deputy Commissioner, District Development Commissioner, Circle Officer, Dhubri.

2. All the writ petitioners claim that they are working as honorary Gaon Buras in their respective villages and they had assumed the responsibilities of Gaon Buras on the request of the public and they had also contributed towards clearing the circumstances for functioning as Gaon Buras. It is stated that the concept of Gaon Bura was not prevalent in the district of Dhubri although in the other districts of Assam, it may have been prevalent.
