2. Ms. K. Devi, the learned counsel appearing on behalf of the petitioner submitted that there has been an inadvertent error in putting the full description in respect to the respondent No.1. The learned counsel for the petitioner submitted that the respondent No.1 ought to have been the State of Assam represented by the Commissioner and Secretary to the Government of Assam, Revenue and Disaster Management Department having its office at Dispur, Guwahati-781006. She therefore submitted that she would be filing a fresh Memo of Parties in this regard.
3. Ms. P. R. Mahanta accepts notice on behalf of the respondent No.1; Mr. K. Gogoi, the learned Additional Senior Government Advocate accepts notice on behalf of the respondent Nos.2 & 3. Extra copies of the writ petition be furnished upon them by 18.12.2025.
4. As regards the respondent No.4, the petitioner is directed to take steps by way of speed post by tomorrow, i.e. on
18.12.2025, and further, the petitioner is also given the liberty to affect service upon the respondent No.4 by way of dasti through the Registry of this Court and file an affidavit of service on or before the next date.
5. The case of the petitioner herein is that the petitioner was given the license of a stamp vendor in the year 2018 by the respondent No.2 bearing license No.8/2018 dated 29.09.2018. The said license was further updated on 26.07.2023. It is the further case of the petitioner that the petitioner has been diligently performing the duties as a stamp vendor. However, unfortunately on 06.05.2025 he lost blank e-stamp paper along with some other belongings for which he had filed an FIR on 09.07.2025 before the Officer-in-Charge of Haibargaon Police Station. Be that as it may, on 19.07.2025 when the petitioner submitted an application for reopening the account of the petitioner before the respondent No.4, the petitioner came to learn that his account has been suspended for selling e-stamp. It is under such circumstances, the petitioner has approached this Court.
6. The respondents are directed to bring on record their stand by filing the affidavit as to why the petitioner's account has been put under suspension.
7. The said affidavit be filed on or before 19.01.2026.
