2. Ms. N. Bordoloi, the learned counsel accepts notice on behalf of the respondent No.1 and Mr. P. K. Medhi, the learned counsel accepts notice on behalf of the respondent Nos.2, 3 & 4. Extra copies of the writ petition be served upon them by tomorrow, i.e. 10.03.2026.

3. As regards the respondent No.5, steps be taken by way of speed post by tomorrow, i.e. 10.03.2026. In addition to that, the petitioner is given the liberty to take steps upon the respondent No.5 by way of dasti routed through the Registry of this Court thereby ensuring service by dasti on or before 23.03.2026 and file an affidavit of service on or before the next date.

The case of the petitioner herein is that the petitioner had purchased a plot of land admeasuring 1 katha 10 lechas covered by Dag No.417 of Periodic Patta No.111 at village Sawkuchi, Mouza-Beltola in the district of Kamrup (Metro), Assam. Pursuant to the purchase, in the year 2002 during the resettlement operation, a certificate was issued by the Assistant Settlement Officer dated 05.12.2002 showing that the petitioner's name had been mutated in respect to Dag No.417 (Old)/2047 (New) and Patta No. 111 (Old)/417 (New). Subsequent thereto, the petitioner filed an application before the Circle Officer seeking amendment of the land documents of Patta No.1110 of Dag No.417 (Old)/735 (New) and a proceedings was initiated by the Circle Officer, Dispur Revenue Circle. It appears that there were certain enquiries being carried out as regards the genuineness of the Sale Deed on the basis of which the petitioner was claiming his right to be mutated in respect to the land in question.

Be that as it may, on 25.10.2024, the District Commissioner, Kamrup (Metro) had passed an order thereby directing the Circle Officer, Dispur Revenue Circle to reinstate the name of the petitioner in Dag No.417(O)/735(N) of KP Patta No. 1110 of village Sawkuchi under Beltola Mouza. The petitioner thereupon submitted an application before the Circle Officer, Dispur Revenue Circle on 28.10.2024 seeking compliance to the order dated 25.10.2024 passed by the District Commissioner, Kamrup (Metro). The said order, however, has not been complied with inspite of the petitioner approaching the Circle Officer on various occasions. It is under such circumstances, the present writ petition has
