1. In the present matter, the award of the year 2005 in favour of the two respondents workmen for amounts of Rs.2,16,936/- each, in total Rs. 4,33,872/- has not seen the light of the day despite a recovery certificate issued to the Collector on 01.08.2016 by the Labour Court, Bharuch.

2. It appears that after the Labour court issued a certificate on 01.08.2016, the Collector, Bharuch on 05.08.2016 and 22.08.2016 initiated proceedings under section 152 of the Bombay Land Revenue Code (for short ‘the Code’).
