By way of instant petition filed under Art. 226 of the Constitution of India, the petitioners have prayed for the following main reliefs:

“i) That a writ in the nature of certiorari may kindly be issued to quash and set aside the order of rejection of the representations of the petitioners vide Annexures P-15 and P-16 (dat
