The applicant (Pachhad Sports Club, Sarahan)

has filed the present application seeking permission to organise and celebrate sports events/tournaments in the playground of Government Senior Secondary School, hSarahan, Tehsil Pachhad, District Sirmour, H.P. w.e.f.

g15.1.2026 till 30.1.2026. It has been asserted that the iapplicant Club is working for general social causes and is fighting against drug abuse. The applicant sought permission from the respondent no. 4 (Principal, Government Senior Secondary School, Sarahan) to organize tournament in the playground of Government Senior Secondary School, Sarahan, but respondent No.4 orally declined to grant such permission. The sports activities are being organised to fight against drug abuse. The applicant would abide by the terms and conditions that the Court may impose. Hence the petition.

2. A letter addressed to respondent No.4 by the applicant and forwarded to the Deputy Director of School Education was placed on record, which shows that the Deputy Director of School Education hHas endorsed the application, subject to the permission by this Court.

3. Heard.

4. This Court restricted the activities in the playground of the Schootl/Colleges in CWPIL No. 146 of 2017. However, the Court subsequently granted permission for holding a volleyball competition in the playground of Padam Government Senior Secondary School, Rampur Bushahr on 21.3.2023, sports and cultural activities in the hplayground of Government Senior Secondary School (Boys), Ghumarwin, District Bilaspur, HP on 28.3.2023, wrestling and kushti in the playground of Government Senior Secondary School, Gopalpur, Tehsil Sarkaghat, District Mandi, HP, on 12.4.2023, sports and cultural activities in the playground of Government Senior Secondary School Jamana, Tehsil Kamru, District Sirmour, HP, on 10.5.2023, sports and cultural activities in the playground of Government Senior Secondary School, Ganahatti, Tehsil and District Shimla, HP, on 19.5.2023 inter alia

5. It was submitted on behalf of the State that the schools are closed for winter vacation till 15.2.2026;

therefore, the school activities would not be affected by the organisation of the sports activities. H

6. In view of the above, the present application is allowed, and the applicant is permitted to organise the sports activities/tournament in the playground of Government Senior Secontdary School, Sarahan (Pachhad), Tehsil Pachhad, District Sirmour, HP, w.e.f. 27.1.2026 till

9.2.2026, subject to the following conditions: -

i) That no damage shall be caused to the property of the school and its playground, where the sports activities are proposed to be organised.

ii) That after the event is organised, the playground shall be handed over to the Principal of the aforesaid school in a neat and clean condition, and i it shall be ensured that no plastic is used except the one permissible under the law. The administration, organisers, and Sports Club shall ensure that the playground is cleaned after the event.

Iii) That the toilets of the school meant for students and staff shall not be allowed to be used by the general public attending the event, and the applicant shall make proper arrangements for the toilets for the visitors and general public attending the event.

iv) That the local administration shall maintain law and order during the said period.

v) That the applicant shall deposit a sum of ₹50,000/

in the Students Welfare Fund of the school concerned.

7. The Organizers shall also ensure that the event takes place in a peaceful atmosphere, aHnd they will be responsible for any untoward incident that happens.

8. The application stands disposed of.
