Primarily the question involved is with respect to the approach road from the mining operation area, a part of which is now being taken over by Prime Minister Gram Sadak Yojna (PMGSY) which is being maintained by respondent no.6. It is the grievance of the writ petitioner that there is hindrances being created by the people in general and the State authority in smooth transportation of the minerals from the mining area towards the main approach road
