1. The present interlocutory application has been filed for withdrawal of vakalatnama executed by the appellant in favour of Mrs. (Dr.) Vandana Singh, the learned counsel.

2. The basis has been referred in the said interlocutory application to which we do not intend to go rather we are only concerned with the averment made that she is not willing to do the case on behalf of the appellant.

3. This Court before passing the appropriate order has also called upon the appellant by issuing notice upon him as would be evident from the order dated 06.11.2025 and in pursuance thereof the appellant is physically present in the Court. This Court while interacting with him has informed the appellant that in such circumstances he has two options, either to appear in person or the Court will provide him a counsel through legal aid. He has submitted that he is not in a position to appear physically.

4. Accordingly, this Court is of the view that the litigant is to be given the access of justice, which means a counsel of his own choice, which he has already opted, but subsequently, the learned counsel is not willing to represent the appellant. This Court, therefore, having no option but to provide a counsel to the appellant through the legal aid.

5. This Court, for the aforesaid purpose called upon the Secretary, High Court Legal Services Committee and directed him to provide a counsel through legal aid in favour of the appellant.

6. In view of the above, vakalatnama filed on behalf of the appellant is allowed to be withdrawn.

7. I.A. No. 14759 of 2025 stands allowed and disposed of.

8. Let a copy of this order be communicated to the Secretary, Jharkhand Legal Services Committee.

F.A.No. 240 of 2019

1. Reference may be made to the order dated 06.11.2025 wherein twofold directions have been passed. One pertaining to dealing with the police officials of the Bokaro Steel City and another which has got bearing with the issue in consequence of the death of the respondent’s wife in suspicious circumstances and the person has also been taken into custody by the CID. This Court therefore has also called upon the report regarding updated investigation pertaining to murder of the respondent’s wife, which has been handed over to the CID

2. The State although has filed an affidavit which is only with respect to the issue of initiation of departmental proceeding against one or other officials of the District Police of Bokaro Steel City. The said affidavit has been perused by us which shows that departmental proceeding is going on against them.

3. Let it be concluded as per law without any unnecessary delay and report to that effect be submitted before this Court.

4. So far as issue of investigation which is being done by the CID, no averment has been made in the affidavit filed on behalf of the State.

5. Let the I.G., C.I.D., Jharkhand be appeared physically before this Court on 12.1.2026 and explain as to why, in-spite of, specific direction issued regarding updating this Court with respect to the investigation being done, has not been brought to the notice of this Court, even though affidavit has been filed on behalf of the State.

6. Let this matter be listed on 12.1.2026.
