ORAL ORDER
The petitioner has called in question the order passed by respondent No.2-Deputy Commissioner, wherein by the impugned order the Deputy Commissioner has allowed the application filed by respondent No.4 and condoned the delay of 19 years in preferring the appeal.
2. Brief facts of the case are that one Narsamma had conveyed the land bearing Sy.No.11/4 measuring 2 acres in favour of respondent No.9. The application came to be filed by Narasamma before the Assistant Commissioner seeking restoration into her name in the year 1981. The Assistant Commissioner dropped the proceedings on 08.04.1985. The land was converted from agricultural to non-agricultural residential use. The respondent No.9 sold the land with other lands in favour of one Ravishankar by way of a registered sale deed and Ravishankar had formed a residential layout in the land and sold the same in favour of the petitioners and others vide registered sale deeds.
