1. This petition is filed by the petitioner for issuance of writ of certiorari to quash the endorsement bearing No. Ahaar : Nya.be.am.pa.vya. : vahi : 02 / 2021 - 2022 dated 17.03.2023 produced at Annexure - D issued by the 3 respondent and for further relief of writ of mandamus to the 2nd and 3rd respondents to consider the application of the petitioner on compassionate ground without insisting the restrictions mentioned in the proviso to clause 13 of the Karnataka Essential Commodities Public Distribution System (Control) Order, 2016 (for short, 'the Control Order, 2016').

2. The father of petitioner was running a fair price shop under authority No.15/1996 in PDS area at Gadag and the licence was issued under the Karnataka Essential Commodities Licensing Order, 1992 by the competent authority i.e., respondent No.2. The same is renewed from time to time by the competent authority and is valid up to 31.12.2025. There is no dispute with regard to issuance of licence and validity of licence, which was issued to the father of petitioner.

3. The father of petitioner died on 11.02.2022 due to which the petitioner sought for transfer of authorization in his name by way of filing an appl
