ORAL ORDER

1. Learned Additional Government Advocate accepts notice for respondent Nos.1 and 2.

2. The petitioner is before this Court seeking for the following reliefs:

(a) Issue a Writ of Mandamus to consider the Representation to 16-10-2025 dated Respondent No.1 as per Annexure-A the (b) Issue a Writ of Mandamus to consider the Representation dated 16-10-2025 submitted to the Respondent No.2 as per Annexure-B;

(c) Pass any other order as this Hon'ble Court deems fit to in the facts and circumstances of the case including an order 'as to costs in the interest of justice.

3. The grievance of the petitioner is that the usage of the road giving access to his property, has been encroached upon and that a trench having been dug by third parties, the petitioner is not able to access his property. A representation having been submitted on 16.10.2025 to respondent Nos.1 and 2, no orders have been passed by them till date.

4. Whenever any representation is made to a State Authority, it is required for the authority to consider the said application/representation and pass necessary orders within a reasonable period of time either accepting or rejecting the request made.

5. Needless to say, if a rejection order is passed, the same would have to be followed by reasons. Neither having been done and the representation having been kept pending, I pass the following:

ORDER

i) The writ petition is allowed ii) A mandamus is issued directing respondent Nos.1 and 2 to consider the representations dated 16.10.2025 at Annexures-A and B, respectively and pass necessary orders within a period of ten days from the date of receipt of a copy of this order. SD/-
